Job Description Summary / TWC Summary
The Contract Administrator II, under supervion, performs required reviews on simple to complex University contracts and coordinates with stakeholders to ensure timely execution. Performs daily contract office processing requirements to ensure efficiency and accuracy, in accordance with University and State guidelines. May process contract-related purchase requisitions, as assigned. Serves as a point of contact for contracts and related issues.
- Confers with procurement staff, legal staff and management on various legal matters; inspects prepares, reviews and edits contracts in compliance with certification requirements, laws, regulations, policies, and procedures.
- Performs daily contract office processing requirements to ensure efficiency and accuracy, in accordance with University, Federal and State guidelines.
- Coordinates reviews by the Office of General Counsel ( OGC ) if required.
- Follows contract from origination to full execution, including purchasing if required.
- Coordinates with department contract administators to ensure proper submission of contract-related requisitions, when applicable, effective contract monitoring and close-out as assigned.
- Communicates with department personnel, vendors to address and resolve procurement and contract issues.
- May conduct training on complex contracting issues,
- Participates in the development, writing, revision and/or preparation of highly complex contracts, amendments, subcontracts, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
- Maintenances, updates, and compiles detailed data, reports, summaries, files, records, logs statistics or specific contracts including procurement documents and revisions
- Researches complex state and federal statutes, Department policies and previous contracts.
- Adheres to management controls and oversight procedures.
- Ensures compliance with laws, regulations, policies and procedures pertaining to functional area.
- Facilitates the operations and activities of monitoring contract performance, including assisting in developing and tracking key metrics.
- Facilitates analysis, assists in the interpretation of legislation, statutes, federal regulations and implements the development of policies and procedures to ensure compliance with Department and governmental regulations.
- May process departmental purchase requisitions, as assigned.
- Performs other job-related duties as assigned.

Education
Required:
- Bachelor’s degree in business administration, finance, or related discipline.
Required Licensing/Certification
- Valid driver’s license. This position may require driving a state vehicle.
- Certified Texas Contract Developer ( CTCD ) and/or Certified TX Contract Manager ( CTCM ) or ability to obtain an applicable certification within a timeframe established by the University.
Knowledge, Skills, and Abilities

- Knowledge of word processing and spreadsheet applications.
- Must possess technical writing and editing skills which include contractual language and procedures

- Administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
Ability to:
- Work independently.

- Ability to maintain the security or integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment or water treatment system.
Work Experience
Required:
- Two (2) years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part-time equivalent).
- Relevant experience may be substituted for education on a year per year basis.
Working/Environmental Conditions
