Job summary

Yulista Holding, LLC is seeking a Contract Administrator II to manage contracts and subcontracts, procure materials and services, and ensure compliance with FAR/DFAR across Anchorage, AK and nationwide remote locations.

You will prepare and review contracts, solicitations, bids, and proposals while negotiating terms to balance cost, quality, and schedule. Strong communication and organizational skills are essential to succeed in this role.

Qualifications

  • Seven years of direct, task‑related contract/purchasing experience in lieu of a degree.
  • Three to five years of progressively responsible contracting, purchasing, or legal experience.
  • Ability to read proposals, scopes of work, pricing, safety rules, and procedure manuals.
  • NCMA certification preferred.
  • Experience with FAR/DFAR regulations.

Responsibilities

  • Administer contracts and subcontracts for procurement of materials, services, and capital equipment.
  • Prepare and review business contracts, purchase orders, solicitations, bids, and proposals.
  • Draft, review, and negotiate agreements to mitigate financial, environmental, and safety risks.
  • Ensure compliance with the FAR and DFAR.
  • Pre‑qualify sub‑vendors based on quality, delivery, market conditions, and past performance.
  • Conduct pre‑qualification in accordance with EHS and financial requirements.
  • Prepare front‑end documents for bid packages and coordinate technical documents from project management.
  • Negotiate contract terms under cost, quality, and schedule objectives.
  • Conduct contract and subcontract closeout, resolving liabilities and final billing.
  • Issue and maintain purchase orders, resolving discrepancies and invoice problems.
  • Administer other contractual agreements, including teaming agreements, NDAs, and MOUs.
  • Review modifications or change orders and respond to inquiries.
  • Maintain communication with clients, contractors, vendors, and suppliers.
  • Manage contractor and vendor base, consolidating and replacing as required.
  • Support projects by solving complex project needs, complying with policies and safety rules.

Position Summary

Responsibilities
  • Administer contracts and subcontracts for procurement of materials, services, and capital equipment.
  • Prepare and review business contracts, purchase orders, solicitations, bids, and proposals.
  • Draft, review, and negotiate agreements to mitigate financial, environmental, and safety risks.
  • Ensure compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFAR).
  • Pre‑qualify sub‑vendors based on quality, delivery, market conditions, and past performance.
  • Conduct pre‑qualification in accordance with Environmental, Health & Safety (EHS) and financial requirements.
  • Prepare front‑end documents for bid packages and coordinate technical documents from project management.

Qualifications
  • BA/BS degree or seven (7) years of direct, verified task‑related experience in lieu of a degree.
  • Three to five (3–5) years of progressively responsible legal, contract, or purchasing experience, including preparing solicitations, bids/proposal documents, and negotiations.
  • Proficient computer skills with Microsoft Office Suite and ability to enter data accurately into databases.
  • Ability to read and interpret proposals, scopes of work, pricing schedules, safety rules, and procedure manuals.
  • Excellent written and oral communication skills.
  • Strong interpersonal, problem‑solving, and organizational skills, able to multitask and work independently.
  • NCMA certification preferred.
  • Experience with Deltek or Costpoint software preferred.
  • Working knowledge of corporate policies, commercial codes, and FAR/DFAR regulations.
  • Passable drug and background screening results.
