Job summary

The City and County of Denver is seeking a Contract Administrator for the DOTI Sidewalk Program to manage end-to-end contracts in a fast-paced public-sector setting. This is a full-time, limited-term role based in Denver, with a hybrid schedule combining on-site work at the Wellington Webb Building and community engagement.

You’ll develop RFQ/P documents, ensure compliance, coordinate with the City Attorney and City Council, and maintain contract files, tracking and invoicing through the term.

Qualifications

  • Education: Bachelor's degree in specified fields.
  • Three years of professional experience in contract negotiation, contract administration, or related analysis.
  • Education/Experience equivalency may substitute for minimum experience.
  • Driver's License required to operate in this role.

Responsibilities

  • Implements procedures to ensure compliance with laws, regulations, and policies.
  • Collaborates with internal customers and City agencies to develop contracts.
  • Provides a high level of service and collaborates to solve problems and improve processes.
  • Develops procurement documents for RFQ/P for construction and professional services.
  • Procures construction projects via Hard Bid delivery method.
  • Acts as liaison to the City Attorney’s Office and coordinates approvals.
  • Maintains contracts end-to-end, including tracking, invoicing, and archiving.
  • Recommends contract renewals, extensions, and amendments.

This is a limited position funded by the Sidewalk Program with a term end date of December 31, 2028. The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $68,773 - $90,000/annually, based on experience and education.

Location & Schedule

The City and County of Denver offers a hybrid work model that combines the meaningful impact of public service with the benefits of flexibility. In this role, you’ll spend time where you’re needed most—on‑site and in the community—typically three days per week. Your primary office will be at the Wellington Webb Building, located at 201 W. Colfax Ave., Denver, CO 80202, giving you a central hub while still enjoying the balance of a flexible schedule. DOTI’s Procurement & Contract Division is one of only two entities authorized under the City Charter to perform and contract construction for the City. With the exception of Denver International Airport (DEN), DOTI supports all other city agencies in this mission. This highly specialized three‑unit section manages hundreds of contracts, work orders, and task orders each year—ensuring critical projects move forward for our community. We are seeking an experienced contract professional with expertise in specialized delivery methods to join us as a Contract Administrator supporting the Sidewalk Program on the Operational team. In this role, your work will directly contribute to delivering transformative infrastructure investments that shape Denver’s future. The Contract Administrator will perform a variety of comprehensive and technical administrative activities within the specialized area of Contract Administration, helping turn voter‑approved initiatives into real, lasting improvements for our city. Additionally, this role will support a select portfolio of work with the Operational team, which includes Fleet, Curbside & Parking, and Solid Waste Management. We are hiring for a full‑time, term‑limited Contract Administrator supporting the Sidewalk Program and other DOTI operational‑related divisions.

Responsibilities
  • Implants procedures to ensure compliance to laws, regulations, and policies along with requirements within the functional area, monitors and assesses compliance.
  • Collaborates with internal customers and other City agencies in the development of contracts within the functional area.
  • Provides a high‑level of service to all agency customers; collaborates with teammates to solve problems and meet organizational needs, and recommends innovation to improve process and procedure.
  • Develops procurement documents for requests for qualification or proposal (RFQ/P) for construction and professional services, collaborating with internal and external agencies in all aspects of the procurement process.
  • Procures construction projects via Hard Bid delivery method.
  • Acts as a liaison to the City Attorney’s Office, follows prospective contracts throughout the review process and coordinates the City Council approval process, as necessary.
  • Makes public presentations to contractors, consultants, City department heads, public interest groups and provides information on contract policies and procedures.
  • Maintains contracts from end to end, including a tracking system of contract files throughout the term of the contract, invoicing, archiving documents per City policy, performing contract compliance beyond the term of the contract.
  • Recommends contract renewals, extensions, amendments, and modifications to management.
  • Performs compliance, creates & tracks Work Order and Task Order requisitions to source Purchase Orders.
  • Performs compliance on & tracks Work Order and Task Order change order requests.
  • Performs other related duties as assigned or requested.

Required Minimum Qualifications
  • Education requirement: Bachelor's Degree in Business Administration, Public Administration, Political Science, Management, or a related field.
  • Experience Requirement: Three (3) years of professional experience performing contract negotiation, contract administration, or conducting research and analysis in an area such as budget, compliance issues, or accounting.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post‑high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications

By position, requires a valid Driver’s License at the time of application. Licenses and certifications must be kept current as a condition of employment.
