Job summary

GoldenTech seeks an experienced Construction Surveillance Technician (CST) to support SCIF/SAPF construction at the Naval Surface Warfare Center in San Diego, CA. This on-site role requires TS clearance and CST credentials to monitor construction activity, inspect materials, and ensure accreditation readiness in ICD/ICS 705 contexts.

You will coordinate with the SSO and government security representatives, maintain logs, and apply TSCM knowledge to identify vulnerabilities while adhering to DoD

Qualifications

• Active Top Secret security clearance.
• Successful completion of a 40-hour or greater CST training course.
• Demonstrated CST/SSO experience on ICD/ICS 705 construction projects.
• Security experience related to TSCM, counterintelligence, or physical security.

Responsibilities

• Conduct continuous on-site monitoring of construction activities within secure spaces per ICD/ICS 705.
• Inspect all materials, equipment, and personnel entering the site for threats or vulnerabilities.
• Identify and assess threats, report concerns to security personnel.
• Maintain detailed documentation and access logs to support final accreditation packets.
• Apply knowledge of listening devices and surveillance countermeasures to inform security measures.
• Coordinate with the SSO, construction teams, and government security reps to ensure ICD/ICS 705 compliance.
• Support physical security operations and counter-surveillance throughout the lifecycle.
• Ensure work complies with DoD, IC, and Navy directives.

Construction Surveillance Technician (CST) - SCIF/SAPF Construction

About the Role

GoldenTech is seeking an experienced Construction Surveillance Technician (CST) to support secure facility construction operations at the Naval Surface Mine & Warfighting Development Center HQ in San Diego, California. This is a fully on-site role requiring a highly skilled security professional with direct experience supporting ICD/ICS 705 SCIF/SAPF construction projects. The CST will be responsible for ensuring the physical security and integrity of secure space construction from inception through accreditation - monitoring all construction activity, inspecting materials, identifying potential threats and vulnerabilities, and maintaining thorough documentation in support of final accreditation packets.

Key Responsibilities

• Conduct continuous on-site monitoring of all construction activities within or adjacent to secure spaces in accordance with ICD/ICS 705 requirements
• Inspect all materials, equipment, and personnel entering the construction site to detect potential technical surveillance threats or security vulnerabilities
• Identify and assess threats, vulnerabilities, and risks associated with secure space construction, and elevate concerns to appropriate security personnel
• Maintain detailed documentation of all construction phases, security observations, and access logs to support final accreditation packets
• Apply knowledge of technical listening devices and methods commonly used by foreign intelligence services to inform surveillance countermeasures
• Coordinate with the Special Security Officer (SSO), construction teams, and government security representatives to ensure continuous compliance with ICD/ICS 705 standards
• Support physical security operations, counterintelligence awareness, and counter-surveillance activities as required throughout the construction lifecycle
• Ensure all work is conducted in accordance with applicable DoD, IC, and Navy security directives and regulations

Required Qualifications

• Active / Adjudicated Top Secret (TS) security clearance
• Valid CST Training Course Certificate - must have successfully completed a 40-hour or greater accredited CST training course
• Demonstrated experience working as a CST, SSC, SSM, or Physical Security Special Security Officer (SSO) on ICD/ICS 705 construction projects
• Security experience specifically related to one or more of the following: Special Projects following ICD 705 construction, intelligence operations, counterintelligence operations, counter-surveillance operations, Technical Surveillance Countermeasures (TSCM), or physical security
