Directs and coordinates day-to-day operations of City water distribution, sewer collection, and stormwater collection systems including all repair, maintenance, and extension activities; ensures all work is completed in accordance with City and State standards.
Directs and oversees daily operations of water, sewer, and stormwater systems and activities of field repair crews, meter service workers, infiltration/inflow and valve maintenance technicians, and right-of-way maintenance crews; assures completeness of work and use of proper methods in repairing, maintaining, or extending water, sewer, and stormwater systems.
Schedules and assigns personnel and equipment to work sites to repair, maintain or extend water, sewer, and stormwater systems; establishes priorities for repair activities - including leaks, water meter installations, sewer chokes, sewer taps, and deficient stormwater structures; interprets deed and plats to establish legal property rights prior to construction.
Supervises and participates in surveying, inspection and review of construction plans and sites, utility installation, and soil erosion and sediment control measures to insure compliance to approved plans, technical specifications, and all local codes and ordinances.
Receives, reviews, and evaluates requests or complaints from utility companies, contractors and general public; checks out all requests, and follows up to ensure resolution.
Performs field verification of water, sewer, and stormwater system maps. Generates reports and/or sketches for the Departments mapping group to update system maps.
Performs daily operations utilizing the Division’s Asset Management software for assigning work to construction crews and tracking time, materials and costs associated with construction activities.
Trains subordinate employees in proper maintenance, construction, and safety methods and techniques; may operate equipment as needed; enforce and develop safety rules and regulations, and coordinates the set-up of traffic control devices.
Monitors stock level of supplies maintained by Storekeepers and provides assistance in ordering unusual items, make recommendations for purchasing capital equipment.
Maintains daily/monthly log and time sheets; completes stand-by sheets and assembles crews for weekend work; reviews daily reports of employees.
Monitors and ensures that all operations are conducted in accordance with Department’s established safety program and identified hazards are corrected. Also evaluates and assists in the development of safety programs and policies for Water Resources to ensure employee safety.
Interviews, makes hiring recommendations, plans and assigns work, and reviews and evaluates performance of 30 to 40 subordinates.
Performs other related duties as required.
Employee on call 24/7 on a rotating basis, and subject to recall in case of emergency.
Education and Experience:High School Diploma or G.E.D.
Five years Public Utilities experience preferably supplemented by relevant course work in construction management, surveying, and use of personal computers.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Licenses and Certifications:Valid CDL Class A or B Driver's License and a satisfactory Motor Vehicle Record (MVR).
Due to the safety-sensitive nature of this position, incumbents will be subject to random drug testing.
State of Georgia Water Distribution and Wastewater Collection Licenses.
Georgia Utility Manager License preferred.
Georgia Erosion and Sedimentation Certification, Level 1A, preferred.
Knowledge, Skills and Abilities:Knowledge of materials, techniques and equipment used in repair, maintenance, and extension of water, sewer, and storm water systems, and road construction methods.
Knowledge of techniques used in leak detection, fire hydrant and valve maintenance, pressure regulating valves, wastewater flow monitoring, sanitary sewer line cleaning, and operation of Closed-Circuit TV monitoring equipment.
Knowledge of surveying techniques and ability to use surveying equipment.
Knowledge of pipeline locating and laws related to utility locating.
Knowledge of hazards involved in water and sewer construction, and repair and precautionary measures to be observed.
Knowledge of State and City regulations applicable to water and sewer systems.
Knowledge of State D.O.T. regulations for cuts, signs, and traffic cones when working near highways.
Know of, and skill in, operation of heavy construction equipment.
Ability to plan, organize, and coordinate water, sewer and storm water system maintenance and repair work.
Ability to clearly communicate field investigation results to a variety of personnel in the Department both verbally and in writing.
Ability to design and lay out plans for water, sewer and storm water system extensions, and ability to read and interpret engineering plans and system maps, ability to develop costs estimates for water, sewer and storm water extensions, and knowledge of sound plumbing practices.
Ability to select, develop, organize, motivate, and effectively utilize staff.
Ability to establish and maintain effective working relationships with the general public, contractors, State agencies, and other City and County Departments.
Ability to maintain moderately complex records and reports.
