Job summary

The City of Temple, TX is seeking a Construction Services Division Director who will develop, direct, and execute architectural construction projects and oversee the Project Management Team in the Facility Services Department.

You will supervise design consultants and contractors, review drawings, manage schedules and budgets, ensure safety, and stay current with regulations and best practices through meetings and training.

Qualifications

• Bachelor’s degree in Construction Management, Project Management, or related field.
• Four (4) years of commercial building construction & renovation experience.
• Three (3) years in a managerial role.
• Knowledge of building components including plumbing, electrical, HVAC, foundations, framing, roofing.

Responsibilities

• Directs the fulfillment of City-funded architectural/MEP-designed capital construction projects from design to completion, including time, cost, and quality oversight.
• Performs assignments requiring intensive and diversified knowledge of construction, management principles, and practices.
• Schedules, leads, and participates in meetings related to project development, design review, and construction.
• Reviews project drawings and specifications to ensure designs are high-quality and aligned with community needs.
• Assures quality control and timely performance of design consultants and construction contractors.
• Directs and negotiates routine construction documents including pay applications, contracts, change orders, and RFIs.
• Ensures construction plans are maintained and saved.
• Trains project coordinators/managers on procedures and processes.
• Collaborates with leadership on planning and budget development for future projects.

Summary

Construction Services Division Director, under the general supervision of the Assistant Director of General Services-Facility Services, develops, directs, and executes various architectural construction projects and oversees the daily responsibilities performed by the Project Management Team for the City of Temple Facility Services Department.

Essential Duties And Responsibilities

• Directs the fulfillment of various City-funded architectural/MEP-designed capital construction projects from design to completion, including overseeing the time, cost, and quality of the projects.
• Performs assignments requiring the application of intensive and diversified knowledge of construction, management principles, and practices in broad areas of assignments related to construction and renovation of commercial buildings.
• Schedules, leads, and participates in meetings related to project development, design review, and construction while ensuring the appropriate project team members are invited to meetings and the results of the meetings are properly documented.
• Reviews project drawings and specifications to ensure designs are high-quality, resource-efficient, and aligned with the community's current and future needs.
• Assures quality control and timely performance of all aspects of work performed by the design consultants and construction contractors, including the performance of regular jobsite visits.
• Exercises originality and judgment in the independent evaluation, selection, and substantial adaptation or modification of standard techniques, procedures, and criteria related to the construction process.
• Directs and negotiates routine construction documents including pay applications, construction contracts, professional services agreements, change orders, contract amendments, requests for information (RFI), and monthly performance reports.
• Ensures that construction plans and activities are properly maintained and saved.
• Trains project coordinators/managers on procedures and processes necessary to fulfill the project coordinator/manager role.
• Collaborates with leadership on the planning and budget development of future projects.
• Attends meetings, conferences, workshops, training sessions, and reviews publications to remain current on principles, practices, and new developments.
• Ensures departmental adherence to regulations, City policies, procedures, and safety guidelines
• Performs other duties as assigned.

Minimum Qualifications

• Combination of education and experience equivalent to Bachelor’s degree in Construction Management, Project Management, or related field
• Four (4) years of commercial building construction & renovation related experience, including the reading and interpretation of construction drawings & details and an understanding of all facets of the construction process
• Three (3) years of prior experience working in a managerial position
• Knowledge of Building components including plumbing, electrical, HVAC, foundations, framing, roofing, finishes , etc.

Certifications And Licensing Requirements

• Valid driver’s license

Preferred Qualifications

• Ten (10) years of Construction related experience
• Any applicable Project Management certification
• Government construction and procurement experience
