Job summary

The City of Indianapolis is seeking a highly experienced administrator to lead the Bureau of Construction Services (BCS). You will oversee building inspections, enforce codes, coordinate with multiple agencies, and direct emergency response leadership during incidents requiring demolition actions.

You will lead the BCS management team, develop policy and governance, and ensure adherence to safety and legal guidelines. Strong leadership and communication are essential for this executive role.

Qualifications

• Bachelor’s degree plus five years in a related field; may substitute education with relevant experience and certifications.
• ICC’s Certified Building Official (CBO) required within twelve (12) months of hire.

Responsibilities

• Oversee day-to-day operations of the Bureau of Construction Services (BCS) and supervise BCS Manager and management team.
• Identify opportunities to improve inspection and enforcement processes for efficiency and transparency.
• Develop and implement policies for building inspection processes; consult with city counsel before policy adoption.
• Support Deputy Director in setting bureau-level goals, measures, and reports.
• Coordinate with other bureaus and maintain relationships with city, county, state agencies, utilities, and stakeholders.
• Lead ERLT responses to emergency demolition actions; manage on-call schedules for staff.
• Lead Rapid Damage Assessments during severe weather and emergencies; ensure safety and compliance.
• Ensure staff follow safety procedures; maintain records and reports of incidents and training.
• Communicate with the Chief Communications Officer, Public Information Officer, and Council liaisons as needed.
• Ensure staff documentation and adherence to City and AFSCME master agreements.
