Job summary

BB&E is seeking a Construction Surveillance Engineering Technician to support NAVFAC Southeast in Jacksonville, FL. The role focuses on coordinating the quality management program, reviewing contractor QC plans, and witnessing critical testing across mechanical, electrical, and structural systems.

The ideal candidate has 5+ years as a Quality Control Manager on NAVFAC/USACE projects or 10 years as a foreman in relevant trades, and must hold the USACE Construction CQM Certification.

Qualifications

• Minimum 5 years as Quality Control Manager on NAVFAC/USACE projects.
• Alternatively 10 years as foreman in concrete; mechanical; electrical; masonry; or carpentry on commercial/industrial/military projects.
• Must have USACE Construction CQM Certification.

Responsibilities

• Coordinate the construction quality management program for assigned projects.
• Review contractor QC plan with CM and provide recommendations for approval.
• Attend selective QC, preparatory and initial meetings and monitor three-phase checklists for accuracy.
• Provide remarks on Government QA reports and contractor QC documentation.
• Take and distribute progress photos; verify materials on site prior to payments.
• Coordinate and witness testing/commissioning of critical systems (mechanical, electrical, fire/life safety, roofing).
• Ensure workmanship meets specifications and industry standards on building materials and systems.
• Keep Government sponsor informed of project status while performing duties independently.
