Job summary

BB&E is seeking a Construction Surveillance Engineering Technician to support NAVFAC Southeast Headquarters, Public Works Departments, and ROICC at Cape Canaveral Space Force Station, FL. The role focuses on coordinating the construction quality management program and reviewing contractor QC plans to ensure compliance with specifications.

The ideal candidate has 5+ years as a Quality Control Manager on NAVFAC/USACE projects or 10 years as a foreman in concrete, mechanical, electrical, masonry,

Qualifications

• Minimum 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or USACE projects.
• 10 years of verified foreman experience in concrete, mechanical, electrical, masonry, or carpentry on commercial/industrial/military projects.
• Must complete the USACE Construction CQM Certification.

Responsibilities

• Coordinate the construction quality management program for assigned projects.
• Review and provide recommendations toward approval of the contractor quality control plan.
• Attend QC, preparatory, and initial meetings and monitor three-phase checklists for accuracy.
• Provide remarks on Government QA reports, especially on critical features of work.
• Take and distribute progress photos.
• Validate quantity, condition, and approval of materials on site prior to Government payments.
• Coordinate testing and commissioning of critical systems (HVAC, electrical, fire life safety, roofing, underwater structures).
• Ensure quality workmanship per specifications and industry standards.
• Attend and witness tests and review test reports.
• Keep the Government sponsor advised of project status; plan and execute independently.
