Construction QA/QC Specialist – Disaster Recovery

Join the ICF team and make a difference! Our growing Disaster Management Division makes a positive impact daily. ICF is seeking a Construction QA/QC Specialist to support the State of Florida in managing federal disaster recovery grant programs, focusing on rebuilding housing, strengthening communities, and mitigating future disaster risks.

The Construction QA/QC Specialist will perform daily quality assurance and quality control activities related to residential construction, rehabilitation, reconstruction, and mitigation efforts funded through the Community Development Block Grant – Disaster Recovery (CDBG-DR) and Community Development Block Grant – Mitigation (CDBG-MIT) programs.

This role requires keen attention to detail, critical thinking, and adaptability to a dynamic environment.

Key Responsibilities
  • Perform QA/QC reviews of inspection reports, scopes of work, cost estimates, builder invoices, and milestone inspections.
  • Verify accuracy, completeness, and consistency of construction documentation with approved project scopes.
  • Ensure environmental compliance (lead-based paint, asbestos, mold, Section 106) is incorporated into scopes of work.
  • Review and validate builder invoice submissions for accuracy and cost reasonableness.
  • Maintain proper document control and filing of all construction and inspection records.
  • Coordinate with field staff to resolve documentation inconsistencies and deficiencies.
  • Support quality assurance audits, inspections, and field verifications.
  • Identify risks or discrepancies and escalate findings appropriately.
  • Perform other related tasks as assigned.
Minimum Qualifications
  • Associate’s degree or equivalent education and experience.
  • 1–3 years supporting residential construction, inspections, damage assessments, or QA/QC activities.
  • Experience with CDBG-DR, CDBG-MIT, or similar federal programs.
  • Proficiency with Xactimate X (or later versions) for damage assessments and cost estimates.
  • Knowledge of IRC 2021, IBC 2021, Florida Building Code, and resilient construction practices.
  • Strong skills in Microsoft Excel, Word, and document management systems (SharePoint, QuickBase, Salesforce).
  • Excellent organizational skills and attention to detail.
  • Ability to handle multiple tasks independently or collaboratively.

Pay Range

Based on experience, skills, certifications, location, and other factors, the pay range is $66,701 - $113,391 annually.
