Job Title: Disaster Recovery Specialist III
IEM is seeking a Full-Time Disaster Recovery Specialist III to support our State and Local Disaster Response and Recovery Team with FEMA disaster recovery efforts. The role involves collaborating with state/local government and non-profit representatives to guide them through the Public Assistance process.
Primary Location:
- Work remotely from anywhere in the United States, including Puerto Rico, meeting the remote work requirements.
- The work may be conducted in the field, in an office, or remotely, depending on project needs.
- Schedule may include weekends or more than 40 hours per week to assist disaster-affected communities.
- Assignments can last from 1 to 12 months, with potential extensions.
Travel Requirements:
- Travel (deploy) across the U.S., including Puerto Rico, as needed.
- Reimbursable expenses in accordance with Federal Travel Regulations or DoD Regulations.
Essential Functions:
- Provide programmatic assistance to applicants, ensuring compliance with grant management policies for the Public Assistance Grant Program.
- Identify impacts of policy changes to federal, state, and local programs.
- Perform damage assessments, develop damage inventories, scopes of work, and cost estimates for FEMA funding eligibility.
- Conduct project validation reviews, meetings, and briefings for applicants.
- Develop 406 Hazard Mitigation Proposals with benefit-cost analyses.
- Review supporting documentation for subawards to ensure proper reimbursements.
- Maintain and implement plans for grant performance delivery and monitoring.
- Collaborate with federal, state, and local representatives, communicating FEMA PA program aspects clearly.
- Perform quality control over work by other specialists.
- Work with Grants Management Specialists to resolve financial or administrative issues.
Minimum Qualifications:
- Five (5) years of experience with FEMA Public Assistance or similar FEMA Grant Programs.
- Ability to interpret grant policies, guidelines, and communicate effectively both orally and in writing.
- Ability to work independently and as part of a team under tight deadlines.
- Willingness to obtain and maintain a federal security clearance.
- Advanced understanding of Public Assistance 428 and 406 Mitigation, disaster recovery, emergency management, and related legislation.
- Experience with IT tools, document management, and grant workflow software.
Preferred Qualifications:
- Master's degree in engineering, public administration, emergency management, or related fields.
- Experience in government, medical, educational, transportation, coastal, or utilities sectors.
- Professional registration or certifications such as PE, Registered Architect, or Project Management.

- Remote work requires stable internet with minimum speeds of 25 Mbps upload and 3 Mbps download.
- Site assessments may involve exposure to harsh conditions and physical demands.
Benefits and Compensation:
- Salary: $95,000 - $120,000, depending on location and experience.
- Paid holidays, vacation, sick leave, 401(k) with match, and company-paid STD and LTD.
