Job summary

Jobtailor is seeking an experienced on-site Project Manager and Owner's Representative for a portfolio of construction, facilities, and infrastructure programs valued between $50M and $100M. You will advise Government stakeholders, manage risks, and drive schedules, costing, and turn-key delivery.

Responsibilities include site evaluations, pre-bid support, WBS development, IGCEs, and coordination across contractors, designers, and facility teams. Strong PM software skills required.

Qualifications

  • Bachelor's degree or equivalent experience; 15 years with degree, or 20 years without.
  • Experience managing complex construction, facilities, infrastructure, or asset management programs valued between $50M and $100M.
  • Experience with MEP systems, Asset Management Systems (Maximo, EAM, CMMS), and construction management.
  • Experience supporting lifecycle activities from planning to turnover and sustainment.
  • Experience presenting briefings and performance metrics to Government stakeholders.
  • Working knowledge of AutoCAD, Maximo, Excel, and web-based PM systems.
  • Experience with Microsoft Project and P6 software.
  • U.S. Citizen and able to obtain Public Trust clearance.

Responsibilities

  • Advise Government stakeholders on risk, schedule, and objectives.
  • Conduct site evaluations, constructability reviews, and technical assessments.
  • Plan scope, requirements validation, and pre-bid support.
  • Develop statements of work, IGCEs, schedules, and design reviews.
  • Review plans and drawings for alignment with objectives.
  • Lead day-to-day execution: schedule mgmt, progress, submittals, permits, contracts.
  • Evaluate performance and propose corrective actions.
  • Lead meetings with stakeholders and maintain momentum.
  • Support turnover, asset data transfer to FM/CMMS platforms.
  • Maintain project data, dashboards, and briefing materials.
  • Mentor junior PMs and promote PM best practices.

Job description

  • Act as the primary onsite PM and Owner's Rep for a portfolio of construction, facilities, and infrastructure projects with an aggregate value ranging from $50M to $100M.
  • Serves as a senior advisor to Government stakeholders and is accountable for project execution, risk management, schedule performance, stakeholder coordination, and successful delivery of program objectives.
  • Conducts site evaluations, field investigations, constructability reviews, and technical assessments to validate project requirements, identify risks, and develop recommended courses of action.
  • Supports project planning activities including scope development, requirements validation, acquisition planning, and pre-bid support.
  • Provides technical and project management support for the development of statements of work, independent government cost estimates (IGCEs), project schedules, design reviews, and construction acquisition packages.
  • Reviews studies, reports, plans, specifications, and drawings to ensure alignment with project objectives and operational requirements.
  • Leads day-to-day project execution activities including schedule management, construction progress monitoring, submittal tracking, permit coordination, contract administration support, funding execution tracking, and issue resolution.
  • Evaluates project performance against established baselines and recommends corrective actions to maintain scope, schedule, and budget objectives.
  • Independently plans, schedules, facilitates, and leads project, stakeholder, and program review meetings.
  • Coordinates across Government organizations, contractors, designers, facility personnel, and external stakeholders to resolve issues, maintain project momentum, and support informed decision-making.
  • Supports the Government's facility and asset management objectives by ensuring construction deliverables, as-built documentation, equipment inventories, and system data are properly transitioned into Maximo or similar EAM/CMMS platforms.
  • Reviews and validates asset information to support operations, maintenance, and lifecycle planning activities.
  • Supports project turnover and transition activities, ensuring facility systems, documentation, training requirements, and operational data are successfully transferred from construction teams to facility operations and maintenance organizations.
  • Maintains and analyzes project and program performance data utilizing Excel, Maximo, AutoCAD, and web-based project management systems.
  • Develops performance metrics, dashboards, schedules, and briefing materials to support project oversight and leadership decision-making.
  • Develops and manages integrated project schedules and lifecycle milestone plans.
  • Performs schedule analysis, identifies risks to project delivery, and recommends mitigation strategies to support successful program execution.
  • Prepares and delivers written and oral briefings, technical reports, performance assessments, and executive summaries for Government leadership and program stakeholders.
  • Regularly communicates project status, key risks, milestones, and recommendations.
  • Provides leadership and mentorship to junior project managers and support staff, promotes project management best practices, and contributes to continuous improvement initiatives across the program.
Requirements
  • Bachelor's Degree in Construction Management, Engineering, Architecture, Facilities Management, or a related field and ten (15) years of relevant experience; OR twenty (20) years of directly related experience in lieu of a degree.
  • Demonstrated experience managing complex construction, facilities, infrastructure, or asset management programs valued between $50M and $100M.
  • Demonstrated experience in one or more of the following: MEP systems (Mechanical, Electrical, Plumbing) Facilities Management and Building Operations Asset Management Systems (Maximo, EAM, CMMS) Construction Management and Capital Improvement Programs
  • Experience supporting project lifecycle activities from planning and design through construction, commissioning, turnover, operations, and sustainment.
  • Experience developing and presenting briefings, reports, and performance metrics to Government stakeholders.
  • Working knowledge of AutoCAD, Maximo, Excel, and web-based project management systems.
  • Experience with Microsoft Project and P6 software.
  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a Public Trust (HSPD-12) clearance.
