REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Construction Project Management Supervisor.

The Construction Project Management Supervisor within the Seaport Engineering and Construction Division is responsible for performing advanced professional and administrative work in the design and management of construction projects for the Port Everglades Department.

  • Manages the solicitation process for competitively bid work in Broward County to procure professional design and construction services from qualified vendors.
  • Reviews building designs, architectural and engineering plans, and specifications to ensure compliance with local and state building codes; reviews plans for structural integrity with regards to static and dynamic loads in conformance with regulatory requirements and industry best practices.
  • Performs field inspections of buildings and structures to investigate structural stability and provide recommendations for remedial measures if necessary.
  • Reviews work requests to ensure operations can be performed safely without damaging existing infrastructure. Review proposed loads, pressures, stresses, and other variables on structures such as bulkheads, bridges, and bollards to ensure operations do not jeopardize owner asset
  • Manages and supervises construction contractors and consultants in their performance and adherence to contract specifications; negotiates construction and consultant contracts, amendments, change orders, and work authorizations.
  • Supervises other project managers and engineering technicians; performs reviews and oversight of projects managed by subordinates; reviews plans and specifications of projects; engineering calculations, pay applications, and invoices.
  • Review progress of projects and resolve design and construction-related issues; negotiates fees and scope with consultants; designs projects; signs and seal construction documents and permit applications.
  • Reviews bids for conformance to construction specifications; administers and manages consultant and contractor contracts for adherence and performance; assists in the bidding process and contract development.
  • Holds periodic meetings with contractors and consultants to review work progress and manages all aspects of the project; reviews and approves invoices and payment requests from contractors and consultants; prepares vendor evaluations at the conclusion of projects.
  • Prepares job performance evaluations for subordinates; holds periodic meetings to review the status of assigned projects.
  • Assists in the preparation of new fiscal year budget requests; carries out special assignments requested by the Division Director and performs related work as assigned.
  • Coordinates with stakeholders, including user and County Agencies, i.e., County Attorney, Purchasing, Small Business, Risk Management, Security, BSO, Fire Rescue, Health Department, Water and Wastewater, and local state and federal agencies.
  • Performs other related duties as required.
General Description

Performs advanced professional and administrative work with supervisory responsibilities in the management of construction projects for the County.

Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements

Requires a bachelor's degree from an accredited college or university with major coursework in architecture and/or engineering or closely related field; master's degree preferred.

Requires six (6) years in professional architectural or engineering work, including four (4) years of experience in project management and supervision of staff appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses

Registration as a professional architect or registered engineer or NCIDQ (Space Planning Only)

Ability to secure and maintain a valid Florida Driver's License at the time of appointment and for the duration of employment.

Ability to secure and maintain a Transportation Worker Identification card (TWIC) within 60 days of employment and for the duration of employment.

Ability to secure and maintain a valid Port Security Identification Badge for the duration of employment.
