Job summary

GoldenWolf is seeking skilled Construction Managers to support the EHRM Infrastructure Upgrades at the Doris Miller VA Medical Center in Waco, TX. This onsite position requires technical expertise, strong communication, and coordination of complex healthcare construction activities.

Responsibilities include submittal reviews, scheduling oversight, field inspections, and commissioning support, with two CM supervision.

Qualifications

  • Citizenship and ability to obtain NACI.
  • Completion of required trainings within 60 days of award.
  • Bachelor’s degree or 10 years CM experience.
  • Knowledge of TJC, OSHA standards, and VA design requirements.
  • Strong documentation, organizational, and communication skills.

Responsibilities

  • Manage submittal reviews per VA standards and project specs.
  • Review and monitor construction phase schedules for milestones and sequencing.
  • Monitor long-lead material availability and communicate schedule impacts.
  • Verify and update as-built drawings; ensure redlines accuracy.
  • Conduct field inspections and report non-conforming work; notify COR.
  • Assist commissioning and testing per the Whole Building Commissioning process.
  • Attend weekly/bi-weekly meetings; maintain logs and records.
  • Support claims analysis and resolution with reports and meetings.
  • Coordinate owner-supplied equipment; review RFIs and change orders.

Position Overview

The Department of Veterans Affairs is seeking skilled and dedicated Construction Managers (CMs) to support the EHRM Infrastructure Upgrades at the Doris Miller VA Medical Center in Waco, Texas. This is a hands-on, onsite role that requires technical expertise, excellent communication, and the ability to manage construction activities in a complex healthcare environment.

Key Responsibilities
  • Manage the submittal review process, ensuring compliance with project specifications, VA standards, codes, and medical center requirements.
  • Review and monitor construction phase schedules with emphasis on milestones, workflow, phasing, material deliveries, inspections, and testing dates.
  • Monitor and document the availability of long-lead materials and communicate schedule impacts.
  • Verify and update as-built drawings; ensure contractors maintain accurate redlines for finalization.
  • Conduct field inspections, identify non-conforming work, generate daily inspection reports, and notify COR of required corrective actions.
  • Recommend courses of action to address construction issues and apply technical expertise to assist with field problem resolution.
  • Assist the Commissioning Agent and General Contractor with commissioning activities per the Whole Building Commissioning Process Manual.
  • Attend weekly/bi-weekly project meetings, maintain daily logs, support Government follow-up actions, and maintain thorough records for conflict resolution.
  • Assist with claims analysis and resolution by providing reports, participating in meetings, and offering expertise during unusual situations.
  • Conduct surveys, field investigations, change order assessments, RFI reviews, coordination of owner-supplied equipment, and other construction support services as required.

Contract Type: Full-time, Onsite

Period of Performance: One-year base, with two option years

Job Type: COA (Contingent On Award)

Supervisory Responsibilities: Two Construction Managers

Required Qualifications
  • U.S. citizenship and the ability to obtain a favorable National Agency Check (NACI).
  • Completion of the following within 60 days of award:
    • 30-hour OSHA Safety Training
    • VA Cyber Security Awareness Training
    • VA Privacy Awareness Training
  • Bachelor’s degree in engineering, architecture, construction management, or related field and 3 years of experience in construction management OR 10 years of experience in construction management.
  • Knowledge of TJC, OSHA standards, and VA technical design requirements.
  • Strong documentation, organizational, and communication skills.
  • Ability to independently evaluate contractor performance, interpret technical specifications, and coordinate across complex stakeholder groups.
