Qualifications

Bachelor's degree in Engineering, Construction Management, Architecture, or related field.
Minimum 10 years of combined design and construction management experience.
Experience with healthcare or hospital facilities construction projects.
VA project experience or VA standards knowledge is preferred.
Strong contract administration, budgeting, scheduling and codes understanding.
Proven leadership of multidisciplinary teams and stakeholders.

Responsibilities

Review contract documents, drawings and specs for compliance.
Provide construction oversight through all project phases.
Conduct constructability reviews and assess hospital operation impacts.
Monitor schedules, budgets, contractor performance, and change orders.
Perform site inspections for quality, safety, and contract compliance.
Evaluate RFIs, submittals and design modifications.
Offer value engineering, constructability and sequencing recommendations.
Attend project meetings and prepare status reports.
Coordinate architects, engineers, contractors, and government stakeholders.
Ensure VA standards, regulations, codes, and specs are met.
Identify risks and mitigate schedule delays and cost impacts.

Construction Manager – VA Medical Center (Waco, TX)

Emerging Tech is seeking an experienced Construction Manager to support critical infrastructure modernization projects at the VA Medical Center in Waco, Texas. This individual will provide construction management and oversight for facility improvement projects supporting the Department of Veterans Affairs. The ideal candidate has extensive experience managing construction projects within active healthcare environments and is knowledgeable in federal construction standards, quality assurance, scheduling, and project execution.

Project Duration: One-year base period with one year option periods.

Salary: $115,000 - $135,000 annually, depending on experience and qualifications

Key Responsibilities

Review construction contract documents, drawings, specifications, and technical requirements to ensure compliance
Provide construction oversight throughout all phases of the project
Perform constructability reviews and evaluate impacts to ongoing hospital operations
Monitor project schedules, budgets, contractor performance, and change orders while providing recommendations to the Contracting Officer's Representative (COR)
Conduct routine site inspections to verify quality, safety, and compliance with contract requirements
Review requests for information (RFIs), submittals, shop drawings, and proposed design modifications
Provide recommendations related to value engineering, constructability, sequencing, and long-lead procurement items
Attend weekly and monthly project meetings and prepare detailed project status reports
Coordinate activities among architects, engineers, contractors, and government stakeholders
Ensure construction activities comply with applicable VA standards, federal regulations, building codes, and project specifications
Identify project risks and develop recommendations to minimize schedule delays and cost impacts

Required Qualifications

Bachelor's degree in Engineering, Construction Management, Architecture, or a related field
Minimum of 10 years of combined design and construction management experience
Experience managing construction projects within active healthcare or hospital facilities
Experience supporting Department of Veterans Affairs (VA) construction projects strongly preferred
Working knowledge of VA Technical Information Library (TIL), VA Design Manuals, and VA Specifications
Strong understanding of construction contract administration, budgeting, scheduling, quality assurance, and building codes
Demonstrated ability to lead multidisciplinary project teams and coordinate multiple stakeholders
Excellent written and verbal communication skills
Proficiency with Microsoft Office Suite and construction management software

Preferred Qualifications

Professional Engineer (PE), Certified Construction Manager (CCM), or Project Management Professional (PMP) certification
Experience supporting federal healthcare construction programs
Familiarity with active hospital renovation projects and infection control requirements
