Job summary

Cole Management & Engineering seeks an experienced Construction Manager to provide on-site management and oversight of transportation and public works projects in the San Francisco Bay Area. You will ensure work is safe, on schedule, within budget, and compliant with contract documents and agency standards.

Ideal candidates have Caltrans CM experience and the ability to lead field teams, manage contractor relationships, and coordinate with multiple stakeholders on complex infrastructure

Qualifications

  • Minimum 10 years of construction management experience on public works/transportation in California.
  • Extensive knowledge of Caltrans standards, specifications, procedures.
  • Experience managing roadway, streetscape, interchange, and/or utility construction for public agencies.
  • Strong scheduling, cost control, contract administration, and claims avoidance skills.
  • Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred.
  • Excellent field leadership, problem-solving, and communication skills.
  • Proficiency with construction management documentation tools and Microsoft Office.
  • OSHA 30 certification preferred.
  • Valid California driver’s license and reliable transportation.

Responsibilities

  • Provide day-to-day field management and oversight of active construction projects including roadway rehabilitation, streetscape improvements, interchange construction, and utility infrastructure.
  • Monitor contractor performance for compliance with project plans, specifications, permits, and safety requirements.
  • Manage and coordinate field inspection staff, ensuring adequate coverage and quality of inspection activities.
  • Review and process contractor submittals, RFIs, daily reports, change order requests, and progress pay estimates.
  • Conduct and document pre-construction conferences, weekly progress meetings, and final inspections/walk-throughs.
  • Coordinate with utility companies, permitting agencies, traffic management teams, and adjacent property owners to resolve field conflicts.
  • Identify potential schedule impacts, cost overruns, and constructability issues; recommend corrective actions to the project team.
  • Ensure compliance with Cal/OSHA safety standards, Caltrans construction procedures, and agency-specific protocols.
  • Prepare and maintain comprehensive project documentation through construction closeout, including punchlists and as-built verification.

Job description

CME is seeking an experienced Construction Manager to provide on-site management and oversight of transportation and public works construction projects throughout the San Francisco Bay Area. The successful candidate will be responsible for ensuring construction activities are executed safely, on schedule, within budget, and in conformance with contract documents and agency standards.

Previous Caltrans and public agency construction management experience is highly desired. The position will require the ability to lead field teams, manage contractor relationships, and coordinate with multiple stakeholders on complex infrastructure projects. The successful candidate may be required to oversee multiple concurrent projects.

Day-to-day responsibilities may include:
