Job summary

DVJ Consulting Engineers is seeking Construction Managers to oversee public works construction projects in Los Angeles. Responsibilities include inspection, contract administration, change orders, and on-site management of complex projects.

Qualifications

• Graduation from an accredited college with a major in Civil or Construction Engineering.
• Familiarity with Greenbook specs and standard plans for Public Works construction, and experience using them.
• Working knowledge of Caltrans Standard Specifications, Plans, and Provisions; and experience in their use.
• Working knowledge of Cal/OSHA Construction Safety Orders.
• Ability to interpret plans, specs, and contract documents.
• Strong communication and public speaking skills.
• Ability to work independently with minimal oversight.
• 1–3 years of aggregated construction management experience on road/bridge/flood control projects.

Responsibilities

• Perform construction inspection and enforce contract compliance; manage on-site construction activities.
• Prepare change orders, logs, and records for payments; maintain as-built plans and conduct contract administration tasks.
• Coordinate materials testing and construction staking with Department staff.
• Respond to inquiries from the public and officials; manage project budgets and schedules.
• Coordinate project construction, review submittals, and monitor cost/schedule performance.
• Administer contracts and respond to contractor correspondence; assist in training staff as needed.
• Interface with other departments to resolve issues and coordinate planning and delivery techniques.
• Prepare and run project meetings, and maintain accurate minutes.
• Oversee public outreach programs related to hiring and small business outreach.

Roles and Responsibilities

• Under the oversight and direction of Public Works' Section Heads the Construction Managers will perform construction inspection, enforcement of compliance with the contract documents, scheduling, technical support, and on-site management of construction projects
• Prepare and process change orders, daily logs, and working day statements; collect work records; maintain accurate records of work for payment purposes; conduct employee interviews; prepare as-built plans and perform other associated contract administration tasks
• Arrange for materials testing and construction staking to be performed by Department staff
• Respond to inquiries from the public, elected officials, other agencies, Project Management Division III staff and other affected Public Works' Divisions
• Coordinate the construction of the project
• Prepare and maintain project budgets and schedules
• Review the work of other County or consultant inspection staff and make recommendations on the approval of invoices
• Administer project contracts
• Manage cost and schedule performance of the project
• Review and make recommendations on contractor submittals
• Evaluate and make recommendations on changes in scope of work and prepare requests for change orders
• Prepare and respond to contractor's correspondence including requests for information
• Interface with other County Departments and agencies to resolve problems and coordinate planning and other construction management functions as necessary
• Prepare project meeting agendas, run project meetings, and prepare accurate meeting minutes
• Monitor, coordinate, and evaluate all key project activities to ensure cost/schedule compliance, and quality assurance/control of project and contractor's performance. When appropriate, the consultant will participate in the training of Public Works' staff on preapproved project delivery techniques
• Establish and maintain effective working relationships with Project Management Division III and Public Works' staff
• Coordinate project close-out activities
• Manage public outreach program services such as Local Targeted Worker Hiring and Small Business Outreach
