Job summary

ManpowerGroup is seeking a Pre-Construction On-Site Project Lead (Construction Project Manager / Project Safety Advisor) in Manassas, VA. This hybrid role requires 4 days onsite to support groundwater treatment facility relocation for data center development projects.

The ideal candidate will bring 5+ years of PM experience, OSHA 30, and a proactive safety mindset to lead cross-functional teams and ensure environmental compliance and project success.

Qualifications

• Bachelor’s degree in CM or Civil Engineering with 5+ years PM experience.
• Minimum 5 years EHS and environmental compliance experience in North America.
• OSHA 30 certification with knowledge of safety programs, audits and high-risk activity management.
• Experience managing complex capital projects, budgets, and schedules.
• Strong written and verbal communication; valid driver’s license; able to work onsite.

Responsibilities

• Lead onsite execution of groundwater treatment facility relocation and related pre-construction activities for data center development projects.
• Manage project scope, schedule, budget, contractor coordination, safety programs, and construction quality throughout the project lifecycle.
• Monitor environmental compliance, regulatory requirements, permitting activities, and remediation-related construction operations.
• Serve as primary point of contact for project stakeholders, consultants, contractors, regulatory agencies, and internal teams.
• Conduct safety oversight activities, monitor HRAs, support EHS audits, and drive continuous safety improvement initiatives.

As a Pre-Construction On-Site Project Lead, you will be part of the Land Development & Community (LDC) Organization supporting Construction, Environmental Compliance, Safety, Operations, Legal, Security, and Regulatory Stakeholder Teams. The ideal candidate will have strong leadership skills, excellent stakeholder management abilities, and a proactive safety mindset which will align successfully in the organization.
