ForUs Contracting Inc. (FCI) is seeking an experienced Construction Manager to provide enterprise-level construction, preconstruction, estimating, subcontractor, and technical execution support across our growing federal construction portfolio.
The Construction Manager works collaboratively with FCI's regional Portfolio Managers and project teams across the Midwest, East Coast, and South/Southeast. This is an enterprise support position—not a project based or regional project management role. The Construction Manager provides senior construction expertise wherever it creates the greatest value, including preconstruction, estimating, constructability, subcontractor development, project startup, technical problem-solving, and complex project support.
The successful candidate will help ensure that FCI pursues buildable work at appropriate pricing, develops strong subcontractor coverage, transitions awarded projects cleanly from preconstruction into operations, and protects anticipated project margin through disciplined scope development, buyout, procurement, and execution planning.
This position is ideal for an experienced general-contractor construction professional with strong estimating/preconstruction capability who can operate across multiple projects and regions, collaborate effectively with regional Portfolio Managers, and serve as a trusted construction resource to management.
Key Responsibilities
- Lead estimates and bid strategy for federal pursuits from $[1,000,000] to $[10,000,000]
- Review drawings and specs for constructability and scope gaps before bid.
- Build and qualify subcontractor coverage across the Midwest, East Coast and Southeast.
- Lead buyout, procurement and the handoff of awarded projects to operations.
- Support Portfolio Managers on startup, technical problems and complex projects.
- Protect margin through disciplined scope, buyout and execution planning.
- Review solicitations, drawings, specifications, statements of work, amendments, and site information for scope, constructability, schedule, and execution risk.
- Support development of construction estimates, scopes, pricing, takeoffs, and subcontractor bid packages.
- Solicit, evaluate, level, and negotiate subcontractor and vendor proposals.
- Identify scope gaps, exclusions, long-lead items, constructability concerns, and pricing exposure before proposal submission.
- Support with technical construction input for opportunity evaluation, capture, pricing, and bid/no-bid decisions.
- Work with regional Portfolio Managers to develop and strengthen FCI's qualified subcontractor and vendor network.
- Evaluate subcontractor capabilities, scope coverage, qualifications, schedule capability, and commercial terms.
- Support subcontractor buyout, procurement, and project startup.
- Lead or support structured handoff of awarded projects from preconstruction into regional operations.
- Ensure estimate assumptions, exclusions, subcontractor quotations, scope requirements, and execution strategies are transferred to the responsible Portfolio Manager.
- Help preserve anticipated bid-day margin through disciplined scope reconciliation, buyout, procurement, and execution planning.
- Provide constructability, sequencing, design-build, and technical construction support across FCI projects.
- Assist Portfolio Managers with complex field conditions, subcontractor issues, technical challenges, changes, and recovery planning.
- Support project startup and identify execution, procurement, design, subcontractor, and constructability risks early.
- Participate in site visits, customer meetings, subcontractor meetings, and project reviews when senior construction expertise is beneficial.
- Capture estimating, subcontractor, procurement, and construction lessons learned for use across future projects and pursuits.
- Support technical proposal narratives, management approaches, and task-order proposal development as required.
- Provide construction and market intelligence.
Requirements
- Minimum 10 years of progressive construction management, project management, preconstruction, estimating, or general contracting experience.
- Demonstrated general-contractor-side experience with multi-trade construction.
- Strong estimating and preconstruction capability.
- Ability to read and interpret drawings, specifications, statements of work, schedules, and contract requirements.
- Demonstrated ability to develop scopes of work and identify scope gaps, exclusions, and construction risks.
- Experience soliciting, evaluating, leveling, and negotiating subcontractor and vendor proposals.
- Strong understanding of construction budgets, committed costs, forecasting, cost-to-complete, and margin protection.
- Experience with subcontractor buyout, procurement, and project startup.
- Strong constructability, sequencing, and technical problem-solving capability.
- Ability to support multiple concurrent projects and pursuits across geographically dispersed locations.
- Strong leadership, communication, organization, collaboration, and follow-through.
- Proficiency with construction project management, estimating, scheduling, and project-control tools.
- Ability and willingness to travel to project sites, customer locations, and FCI offices as required
- Federal construction experience strongly preferred.
- Experience with NAVFAC, USACE, VA, GSA, DoD, or other federal customers preferred.
- Experience with IDIQ, MACC, MATOC, JOC, or similar task-order construction vehicles preferred.
- Design-build and design-bid-build experience preferred.
