Job summary

The City of Altamonte Springs seeks a skilled field civil engineer to oversee construction contract administration and provide supervision/inspection for compliance with contract terms and specifications on Public Works projects and city property.   • Four (4) years progressively responsible civil engineering field work.
  • Two (2) years directly related to road, drainage and utility construction.
  • Valid Florida driver license; must obtain Florida license within 30 days.

Responsibilities

  • Oversee construction contract administration and supervision/inspection for compliance with contract terms and specs.
  • Inspect site construction phases: potable water, wastewater, paving, drainage, sidewalk, landscaping, and right-of-way development.
  • Confer with residents, owners, contractors and engineers on deficiencies and corrections.
  • Review and report on complaints related to construction activities.
  • Collect and evaluate data, prepare reports and designs for field implementation.
  • Provide oversight of transportation and utility infrastructure.
  • Act as liaison for the department on construction matters, including capital improvements and private development.
  • Monitor contractor safety per OSHA and FDOT requirements.
  • Assist with code enforcement inspections for commercial properties per site plans.
  • Travel to city work sites; participate in emergency call-outs as needed.

Job description

Provide assistance with oversight of construction contract administration, supervision/inspection for compliance to contract terms and specifications by contractors working on Public Works projects or utility contractors working on City property or City rights-of-way.

  • Inspect all phases of site construction including potable water, reclaimed water, sewer, paving, grading, drainage, sidewalk, landscaping and all aspects of right-of-way development for compliance with state and city codes and standards and approved plans and specifications.
  • Confer with residents, owners, contractors and engineers concerning installations and corrections to be made when deficiencies are discovered.
  • Review and report on complaints received from any concerned person, group or agency on matters related to construction activities.
  • Collect and evaluate data, prepare reports and designs for field implementation.
  • Perform field evaluations and provide oversight of transportation and utility infrastructure.
  • Act as Department's liaison and resource on matters of construction (including capital improvements and private development).
  • Monitor contractor compliance with safety standards and requirements of OSHA and FDOT.
  • Assist with code enforcement inspections to ensure that commercial properties are being maintained in conformance with the approved site plan.
  • Drive to and from City work sites. Perform additional duties as assigned. Be available for emergency call-outs.
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
  • Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
MINIMUM QUALIFICATIONS:
  • High School Diploma or G.E.D.
  • Four (4) years progressively responsible sub-professional civil engineering work involving field duties, two (2) years of which must have been directly related to road, drainage and utility constructions; or an equivalent combination of related training and experience.
  • Valid driver license. Must obtain Florida driver license within thirty (30) days of employment.

Driving history for the past three (3) years must reflect no violations of a driving related offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property. Nor an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).

PREFERABLE QUALIFICATIONS:
  • Completion of the following certifications within one (1) year of employment:
    • FDEP Erosion Control Inspector and Stormwater Inspector Certification
    • FDOT MOT Certification
    • ACI Concrete Level I Certification
    • CTQP Asphalt Level I Certification.
  • Completion of the required trainings as specified within the City's Comprehensive Emergency Management Plan.
  • Willingness to adopt AI and emerging technologies.

Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and criminal a background screening.

Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
