Job summary

NPAworldwide in New York seeks a Construction Inspector for FTA Buy America and BABA compliance on the Hudson Tunnel Project. You will verify federal requirements, review Bills of Materials, ensure traceability across procurement, fabrication, and construction activities.

This senior role involves audits, field surveillance, and coordinating with contractors and stakeholders to maintain quality and compliance.

Qualifications

• Bachelor's degree or equivalent in civil engineering/related field preferred.
• 3-5 years of experience in quality assurance, construction quality, federal compliance, or construction management on major infrastructure/transportation projects.
• Experience with federally funded transportation projects and FTA, Buy America, BABA, or FRA requirements preferred.
• Experience conducting audits, document reviews, quality surveillance, or compliance assessments preferred.
• Working knowledge of QA/QC principles and construction quality management systems.
• Familiarity with Buy America/BABA requirements and waiver processes.
• Knowledge of 49 U.S.C. 5323(j) and applicable FTA requirements.
• Ability to review BMLs and related documentation.
• Knowledge of material traceability, supplier/manufacturer documentation, NCRs, corrective actions, and quality records.
• Proficiency with Microsoft Office and electronic document management systems.
• Strong attention to detail, organization, and documentation skills.
• Ability to communicate findings effectively to stakeholders.
• Ability to work independently and with contractors, engineers, and project management.
• Proactive in identifying and addressing quality and compliance risks.
• Commitment to quality, safety, accountability, and continuous improvement.
• Experience with major transit/rail/tunnel projects and FTA-funded oversight.
• Experience developing/implementing Buy America/BABA procedures or tracking systems.
• Quality or construction-related certifications are a plus.

Responsibilities

• Support implementation and oversight of FTA Buy America and BABA requirements, federal regulations, contract requirements, and project procedures.
• Review contractor and subcontractor processes to verify federal requirements are incorporated into procurement, sourcing, manufacturing, fabrication, delivery, and construction activities.
• Review Bills of Materials Lists (BMLs) and documentation for completeness, consistency, traceability, and domestic sourcing.
• Verify manufacturer certifications, supplier information, origin documentation, and other required records.
• Monitor waivers and identify items needing review or corrective action.
• Track compliance status and elevate non-compliance to the Quality Manager.
• Conduct audits, surveillance, and document reviews of contractors, subcontractors, suppliers, manufacturers, and testing agencies.
• Verify implementation of Quality Management Plans, QC Plans, inspection procedures, and federal compliance processes.
• Review inspection, testing, procurement, fabrication, and material acceptance records for compliance.
• Document audit findings, deficiencies, observations, and opportunities for improvement.
• Monitor corrective and preventive actions through completion.
• Perform field surveillance to verify materials and construction activities meet requirements.
• Verify material traceability from source through delivery and installation.
• Review material certifications, mill test reports, certificates of compliance, manufacturer documentation, and related records.
• Coordinate with inspection and testing personnel to ensure records are complete and maintained.
• Maintain retrievable quality and federal compliance records.
• Maintain compliance matrices, BML tracking logs, audit records, and corrective action documentation.
• Identify and document nonconforming materials or processes and support NCRs and deficiency reports.
• Prepare periodic quality and compliance status reports and risk analyses.
• Support documentation for project acceptance, closeout, and federal oversight.
• Assist with responses to FTA information requests, findings, and corrective actions.
• Participate in quality meetings, audits, procurement reviews, technical discussions, and compliance coordination meetings.
• Coordinate with stakeholders to promote consistent implementation of requirements.
• Assist with training and communication on FTA, Buy America/BABA, and project quality requirements.

Education

Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, Quality Management, or related field preferred
