The Construction Inspector inspects the installation of new infrastructure, conducts tests on that infrastructure, and ensures compliance with federal, state, and local regulations in order to protect public health and safety.

Essential Job Duties

  • Provide respectful, professional, positive service in all interactions between co-workers, internal and external customers, community members, and the public at large.
  • Maintain a positive and productive environment ensuring compliance with policies, procedures, goals and objectives of the City, Department and Division.
  • Serve as the City’s representative on private development projects and public infrastructure projects to ensure that construction follows the approved plans.
  • Perform daily construction inspections of public and private developments, to include such aspects as site improvements and sanitary, sewer, water, stormwater, and street infrastructure.
  • Work with City staff, contractors, site representatives, and the public to resolve concerns and problems that arise during construction.
  • Monitor testing on new sanitary sewers and new water mains for quality assurance prior to infrastructure being placed into service for public use.
  • Review concrete, soil, and base rock test reports for acceptable and compliant components and measures.
  • Review and comment on as-built drawings in order to ensure that construction improvements have been completed within acceptable tolerances and any variations from the originally approved construction plans are noted accordingly.
  • Ensure utility easements are provided for the as-built state of utilities.
  • Manage work in the City’s right-of-way, which would include restoration assurance, utility damage prevention and traffic control review.
  • Inspect stormwater erosion control BMPs as they relate to new construction.
  • Inspect and develop projects for compliance with the Stormwater Pollution Prevention Plan.
  • Prepare follow-up reports on project sites, notify appropriate parties of any problems found, and provide sufficient time to resolve problems.
  • Issue citations to offending parties for non-compliance with city codes and ordinances.

Qualifications

Job Qualifications – Education, experience, and training that are required or desirable in order to effectively perform the job at the time of hire. An equivalent combination of education, training, and experience will be considered. Additional requirements and/or substitutions may be requested and require the approval of HR.

  • An associate or Technical degree in Civil Engineering, Construction Management, or a related field is required.
  • Two years of experience in Civil Engineering, Public Works, Construction, or a similar work environment required.
  • Valid driver’s license required.

Knowledge, Skills, and Abilities – May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with this position.

  • Thorough understanding of public infrastructure for both construction and maintenance, including streets, storm sewers, sanitary sewer, and water distribution.
  • Proficient in infrastructure systems and engineering practices and principles.
  • Proficiency in use of basic business software (word processing, spreadsheets, email, presentations), and basic knowledge of office equipment and machines; proficiency in AutoCAD Civil 3D, and/or ArcGIS software preferred
  • Ability to read and understand construction plans.
  • Ability to communicate technical information in an effective, clear manner both verbally and in writing.
  • Ability to provide exceptional service to internal and external customers.
  • Ability to communicate effectively and professionally with supervisors, co-workers, and customers by telephone, in writing and in person.
  • Ability to effectively organize and prioritize routine and robust tasks to meet deadlines.
  • Ability to concentrate on multiple tasks simultaneously.
  • Ability to work independently under moderate supervision and make responsible decisions.
  • Ability to work under established processes and solve problems within defined parameters.
  • Ability to use good judgment and think rationally in difficult or stressful situations.
