Under general supervision, performs field inspections of public and private development and construction projects to ensure compliance with applicable federal, state, and local codes, ordinances, regulations, approved plans, specifications, and established standards. Inspects capital improvement, commercial, industrial, subdivision, and other development projects; reviews construction activities, materials, and workmanship; observes and verifies required testing; identifies deficiencies and non-compliant work; prepares inspection reports and maintains accurate inspection records; communicates requirements and deficiencies to contractors, developers, and other responsible parties; coordinates with appropriate departments, consultants, engineers, and agencies as necessary; responds to citizen complaints and inquiries regarding construction activities and related concerns; and performs related duties as assigned.

This classification provides a career progression to the Senior Construction Inspector level.

Construction Inspector Hiring Range

$30.40 - $36.47/Hour

Construction Inspector Salary Range

$30.40 - $42.55/Hour

The following statements are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required. The City of Centennial retains the right to modify or change the essential and additional functions of the job at any time.

  • Documents, monitors, and takes appropriate action regarding public and contractor safety.
  • Inspects and maintains records for concrete and asphalt construction (streets, sidewalks) related to developments in the city rights-of-way.
  • Contacts citizens and resolves complaints/concerns about construction projects in the city.
  • Inspects adjacent properties for damage from construction activity, documents, and takes action.
  • Confers with property owners regarding project schedule, hazards and inconveniences.
  • Schedules and runs pre-construction meetings prior to permit release.
  • Coordinates project status and needs with internal and external stakeholders.
  • Schedules service interruption with least interference and least inconvenience to property owners.
  • Reviews plans and specifications of assigned project with members of the Public Works and Community Development Departments.
  • Inspects materials for identification as conforming to specifications.
  • Schedules for routine field tests.
  • Observations and properly documents work during progress.
  • Conducts preliminary and final inspections of constructed projects and ensures all punch list items are completed prior to project closeout.
  • Checks line, grade, size, elevation and location of improvements.
  • Reviews and maintains all material testing logs and batch tickets.
  • Maintains project status tracking database.
  • Administers Public Improvement Agreements to include release of developer contributions.
  • Reviews applications and issues development permits
  • Ensures as-built drawings are accurately maintained and submitted at project completion
  • Recommends probationary and final acceptance of projects to City Staff.
  • Works with the Southeast Metro Storm Water Authority (SEMSWA) to ensure erosion control, drainage, and storm water concerns are communicated and addressed.
  • Performs QA/QC duties for the City's Public Works services.
  • Responsible for the maintenance, updating and retention of records, data and content managed within the scope of the position. Acquires and utilizes knowledge of City's electronic content management systems and guards against the unauthorized removal, destruction or use of municipal records. Recognizes and respects that City employees forego any personal or proprietary right to the City's records including those that may have been developed, created or compiled during their tenure in employment.

KNOWLEDGE, SKILLS AND ABILITIES
  • Requires knowledge of principles, methods, materials, equipment and safety hazards of horizontal construction, as well as ability to identify construction defects and faults.
  • Requires solid knowledge of the principles, practices, and techniques of local government operations; a solid knowledge of the functions of the City's Community Development and Public Works Departments and an ability to apply that knowledge is preferred.
  • Requires ability to explain in layman’s terms, both verbally and in writing, technical information.
  • Ability to obtain information and utilize this information to prepare written documents that are clear, concise, courteous, and within accepted grammatical standards.
  • Ability to use and apply technology.
  • Requires the ability to establish and conduct verbal communications through speaking, talking, and hearing; efficiently and effectively deals with constant interruptions and requests for assistance; effectively prioritizes work efforts to separate tasks that are urgent in nature and deal with them immediately and schedule the remaining requests for subsequent resolution while continuing to work on the task at hand.
  • Requires knowledge of OSHA and ADA standards and ability to identify and eliminate deficiencies.
  • Ability to maintain awareness of current events of the City including proposed developments, neighborhood issues/concerns, and ongoing and proposed City projects.
  • Requires solid interpersonal, oral, and written skills, the ability to effectively interact and communicate with individuals of varying social, cultural, economic, professional, and educational backgrounds including the ability to act with tact, good judgment and discretion; the ability to effectively work with individuals who may be angry or skeptical, argumentative, or disagreeable; the ability to effectively work with individuals under stressful conditions; and the ability to maintain the confidentiality of matters as appropriate.
  • Requires the ability to conduct problem solving by gathering data and facts, analyzing information, and making recommendations for resolution of problems.
  • Requires the ability to read and understand written materials including, but not limited to, City codes and ordinances, general planning, civil engineering procedures and guidelines and other reference materials; and the skill and ability to apply the knowledge and information gained from these materials to effectively perform the essential functions of the position.
  • Requires knowledge of traffic control principles and regulations during construction.
  • Ability to understand and interpret engineering plans and specifications, and to prepare accurate engineering records.
  • Ability to deal firmly and tactfully with contractors, engineers and property owners.
  • Ability to track and manage a large number of construction projects.
  • Possession of a high school diploma or general equivalency diploma (G.E.D.) and/or an associate’s degree.
  • Three (3) years of sub professional engineering, including construction inspection experience; or
  • Three (3) years of skilled construction experience including some trenching, soils compaction and structure placement experience and preferably including some construction inspection experience.
  • CDOT Construction Inspector Certification, APWA Certified Public Inspector, or similar inspector certifications are ideal.

Must be able to perform the essential functions of this job, with or without accommodation.

Physical Demands

The person in this position must be able to remain in a stationary position 50% of the time; needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Occasionally moves office equipment weighing up to 30 pounds. The person in this position frequently communicates with Council members, staff, vendors, and residents; must be able to exchange accurate information in these situations. Must be able to identify Council members, staff, vendors, and residents, as applicable. Must be able to observe, assess, record, and interpret information.

Work Environment

Work is performed primarily in an office setting with in-person and telephone contacts and may involve frequent interruptions. Work may require attendance at evening and/or weekend meetings.

Equipment Used/Required

Frequently operates a computer and other office productivity machinery, such as a calculator, copy/fax machine, and computer printer.
