Job summary

Interwest Construction, Inc. is seeking an experienced Human Resources Manager to lead HR operations for a growing union and non-union workforce.

This hands-on role covers recruiting, employee relations, benefits, compliance, workforce development, DOT/FMCSA and Drug and Alcohol programs, unemployment, SharedWork, and HRIS. The HR Manager will partner closely with leadership, operations, payroll, and safety to attract, develop, and retain employees who reflect our culture and values.

Qualifications

  • 4+ years progressive HR experience with 2+ years in a leadership or management role.
  • Bachelor’s degree in HR, Business, or a related field.
  • Strong knowledge of Washington State and federal employment laws and HR practices.
  • Based in Burlington, WA with occasional travel to company locations and construction sites.
  • Experience supporting a union workforce and working with Collective Bargaining Agreements preferred.

Responsibilities

  • Lead recruiting, hiring, onboarding, workforce planning, and succession planning.
  • Manage employee relations, investigations, performance management, corrective action, and policy administration.
  • Administer employee benefits, leave programs, HR records, and HRIS processes.
  • Ensure compliance with applicable federal, state, and local employment laws and company policies.
  • Administer DOT/FMCSA compliance, including Driver Qualification files, MVRs, CDL and medical certification requirements, annual reviews, and FMCSA Clearinghouse requirements.
  • Oversee DOT and non-DOT Drug and Alcohol programs, including pre-employment, random, post-accident, reasonable-suspicion, return-to-duty, and follow-up testing, as applicable.
  • Administer unemployment claims and Washington Employment Security Department matters, including separation inquiries, benefit-charge notices, appeals, and related documentation.
  • Administer the Washington State SharedWork Program, including employee eligibility, reporting, documentation, and coordination with payroll and ESD.
  • Support union workforce administration and compliance with applicable Collective Bargaining Agreements.
  • Conduct HR and compliance audits and maintain accurate and confidential employee and regulatory records.
  • Partner with leadership on staffing, employee development, retention, compliance, and organizational needs.
  • Perform other related duties as required.
