Job summary

Techno seeks a Cost Engineer to support construction project billing and invoice review for the City of Baltimore. The role emphasizes verifying invoices against contracts, SOVs and change orders, coordinating with project, contractor, and finance teams to resolve discrepancies, and maintaining detailed billing records.

The ideal candidate has extensive experience in construction billing, strong knowledge of contracts and payment processes, and proficiency with Excel and project control systems.

Qualifications

• Bachelor's degree in accounting/finance/related field preferred.
• 8+ years of experience in construction billing, invoice review or project controls.
• Strong knowledge of contracts, billing procedures and payment processes.

Responsibilities

• Review and verify construction invoices, payment applications and supporting documentation.
• Validate billed amounts against contracts, SOVs, change orders and project progress.
• Coordinate with project managers, contractors and finance to resolve billing discrepancies.
• Maintain accurate records of invoices, approvals and related documentation.
• Support invoice tracking, reporting and approval workflows.
• Monitor submissions for compliance with contract and regulatory requirements.
• Assist with forecasting, accruals and budget reconciliation as needed.
