Job summary

Techno seeks a Cost Engineer to support construction project billing and invoice review for the City of Baltimore. The role emphasizes verifying invoices against contracts, SOVs and change orders, coordinating with project, contractor, and finance teams to resolve discrepancies, and maintaining detailed billing records.

This role will review invoices for accuracy and compliance, coordinate with project, contractor, and finance teams to resolve discrepancies, and maintain detailed billing records.

WHAT YOU'LL BRING

• Bachelor's degree in Accounting, Finance, Business Administration, Construction Management, or related field preferred.
• 8+ years of relevant experience in construction billing, invoice review, project controls, or a related field.
• Strong knowledge of construction contracts, billing procedures, and payment processes.
• Proficiency in Microsoft Office, particularly Excel.
• Strong analytical, organizational, and communication skills.
• Experience with project management/document control systems such as PMIS, SharePoint, or similar platforms preferred.
• Experience with large-scale transportation, infrastructure, or public-sector construction projects is a plus.

COMPENSATION

The anticipated compensation range for this position is between $42-$48/hr. Final compensation will be determined based on experience, qualifications, education, certifications, skills, and work location.
