Job summary

Description:

Responsible for contract administration and project activities related to the maintenance, operation, construction, rehabilitation, renovation, and demolition of university facilities, including compliance review, analysis, and recommendations for appropriate modifications to contracts and agreements.

Responsibilities:
  • Manages all aspects of construction and renovation contracting activities and collaborates with the Executive Director of Facilities Management, the Office of General Counsel, and other university partners to coordinate and manage contracts administration related to construction and renovation projects.
  • Serves as liaison with the Office of General Counsel, including providing an overview of contracts, contract changes, claims, contract non‑compliance, Intent to Lien Letters, and other related contract items prior to processing.
  • Monitors and tracks current and ongoing facilities projects and tasks related to construction and renovation contracting activities.
  • Performs compliance audits on contracts and agreements; analyzes and determines the implications of contract and agreement structures; and trains staff on the proper documentation and compliance.
  • Reviews and revises Owner Architect/Contractor agreements to correlate with new project contract delivery methods; and review costs and user service effectiveness of facilities management contracting.
  • Participates in the development of Campus Design and Construction Guidelines for Campus Planning, Architectural and Construction services.
  • Recommends updates to policy, procedures, and University Standard Contracts as required by changes in federal or state rules and laws affecting contracting.
  • Assists senior‑level administrators in the design and evaluation of contracts; assists in resolving disputes between contractors and university departments; consults with the Office of General Counsel as needed.
  • Collaborates with senior administrators across the UH system as well as external entities, including legislators and community representatives; may represent the division in institutional or external matters.
  • Performs other job‑related duties as required.

Qualifications: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job‑related 4‑year degree from a college or university or an equivalent in‑depth specialized training program that is directly related to the type of work being performed.

Requires a minimum of five (5) years of directly job‑related experience.
