Job summary

Texas Southern University in Houston seeks a Project Manager - Facilities to lead planning, scheduling, design and development of major construction and maintenance projects up to $20M per year.

Position Title

PROJECT MANAGER - FACILITIES

Job Summary

Under general supervision oversees the planning, scheduling, design and development of all phases of a project. Coordinates budgets for various construction and maintenance projects with budgets of up to 20 million per project. Prepares cost analysis reports. Conducts bid reviews and evaluations. Prepares official solicitation documents, including writing complex statements of work and specifications for external and in‑house work. Oversees or coordinates testing, acceptance, and inspection to ensure compliance with specifications and cost controls, and other duties as delegated by the Director of Construction.

Responsibilities
  • Manages and oversees all aspects of multiple projects ranging from $0K to $20M in a calendar year to ensure they are completed on‑time and within budget.
  • Responsible for managing multiple project work scopes, costs, schedules, internal staffing, professional services, vendors, contractors and contractual deliverables. Conducts proposal reviews and assists with contract development.
  • Understanding of HVAC systems, mechanical systems, plumbing systems, electrical systems and construction and maintenance techniques in residential, commercial and industrial settings.
  • Establishes criteria and standards for the design and development of facilities maintenance and construction.
  • Reviews work in development of project design, schedule, and cost, and maintains follow‑up through project completion.
  • Understands Stage Gate Modeling.
  • Serves as resident expert on matters relating to soils testing, materials testing, workability, and compositions of mechanical, electrical, plumbing, structures, foundations, infrastructure, etc., and prepares and oversees approved project budgets through completion.
  • Manages all phases of project development for maintenance and construction projects from cradle to grave, planning, scheduling, developing designs or technical data from customer performance‑based specifications that meet various codes and university standards.
  • Has a working knowledge of National, Federal, State and Local Codes and Laws. Advises on selection of consultants, contractors and architectural and engineering firms, and prepares final agreements.
  • Acts as liaison between private developers working for the university and the Department of AE&C, and participates in long‑range planning for the university’s physical development.
  • Performs other job‑related duties as assigned.
Qualifications

Education: Bachelor’s degree in Architecture, Engineering, or closely related discipline is preferred. Trade and/or other Texas state‑issued licenses acceptable.

Experience: Seven (7) years or directly related job experience in a University college setting.

Licensing/Certification: None required.

Knowledge:

  • Policies, procedures, and practices.
  • Broad knowledge of complex systems and procedures.
  • Primavera P5/6, Revit, BIM, Procore, Bentley, ANSI C, SCADA, CMMS, RS Means, TMA and other cost estimating software.
  • Microsoft Office Professional or similar applications.

Salary Range

$64,197.37 – $81,851.64
