Job description

The Department of Public Health, also known as Public Health - Seattle & King County (DPH) is seeking a Consolidated Contracts Manager(Contract Specialist III) within the Administrative Services Division, to act as the lead Contract Specialist responsible for receivable agreements for DPH and to manage the Consolidated Contract (Con Con) with the Washington State Department of Health (DOH).

The Con Con is the contract mechanism used to transmit federal and state funding for public health services to the local health jurisdictions where the services are delivered. For this work, we are looking for an enthusiastic team member to manage these contracts and flow-down requirements and guide program managers and teams seeking to innovate and improve our effectiveness in delivering public health services. This work includes enhancing communication and transparency with contracted partners, providing critical feedback to program managers and teams, collecting and reporting on operational and financial goals and performance measures, analyzing budgets, and completing cost recovery plans.

The successful candidate will have excellent skills in working with others, a solid technical background in contract development, monitoring, and management, and knowledge and experience in public health. The successful candidate will model and build a culture of teamwork, excellence, transparency, and accountability, incorporating the County's Equity and Best-Run Government principles. They will ensure policies, practices, and agreements are followed and guiding work consistent with the Public Health Strategic Plan. The successful candidate is expected to be highly skilled at building relationships with stakeholders, facilitating discussions, making decisions that satisfy diverse interests and contribute to organization goals, and effectively communicating key strategies to program management, fiscal staff, and leadership.

Background

The Contract Unit provides centralized support for the department's needs around payable contracts and memoranda of agreement, and grants/receivable agreements.

Work Schedule

Monday through Friday 8:00am to 5:00pm. This position is Exempt from the provisions of the Fair Labor Standards Act (ineligible for overtime).

Work Location

Significant portions of work will be conducted remotely with the ability to come on site as needed. Office located at Chinook Building, 401 5th Ave, Seattle, WA 98104

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. The individual selected for this opportunity will be joining an innovative and progressive team.

Consolidated Contract

  1. Act as lead representative for DPH to negotiate between DPH and DOH program/fiscal/ budget/grant/contract staff to create, review, and approve contents of the Con Con documents, such as Statements of Work and the Allocation Sheet.
  2. Work in close partnership with the DOH Contracts Office to ensure the accuracy of Con Con grant funding and contract requirements.
  3. Distribute Amendment Scope of Work (SOW) documents to DPH program managers and key stakeholders.
  4. Manage the DPH Con Con SharePoint and Teams sites and provide expert advice and interpretation to relevant DPH staff including program managers and finance staff.
  5. Review/ensure the accuracy of the Consolidated Contract grants entered into Oracle E-Business Suite (EBS) to reflect changes made in contract Amendments and modifications requested by DPH.
  6. Backup Accounts Receivables Manager (AR) to update EBS Awards, Projects, Tasks, Project Funding, and Award Budgets to reflect changes made in the Consolidated Contract Amendments/documents and as requested by program managers and finance staff.
  7. Create flow-down requirements document for each SOW and discuss it with relevant program managers, finance, and administrative staff, including other DPH Contract Specialists.
  8. Collaborate with the DOH Fiscal Monitoring Unit and DPH staff to prepare and participate in the DOH Fiscal Review conducted by DOH to ensure grant compliance with funds received through the Consolidated Contract.
  9. Provide training to new & current staff on the Con Con process and flow-down requirements.
  10. Coordinate with stakeholders to identify and implement efficiencies and process improvements.

Manage Agiloft

  1. Manage the Agiloft contracting system database.
  2. Find and implement innovative system configurations to meet the ongoing needs of leadership and contract reporting requirements.
  3. Assist with implementation of possible future implementation of additional module(s) to support contracting and solicitations.

Lead Grants Reviewer

  1. Serve as the lead reviewer for grants and accounts receivable agreements.
  2. Work with the legal counsel and Risk Management to negotiate terms with the grantor when needed.
  3. Provide lead direction to Contract Specialists with regard to flow-down terms for subawards.

Key Recurring Meetings

  1. Facilitate weekly check-ins with DPH Accounts Receivable Team members.
  2. Collaborate with the DPH Budget Office to manage and monitor the Foundational Public Health Services (FPHS) funds received through the Consolidated Contract.
  3. Participate in DPH Finance Managers Meeting.

  • Analyze information and exercise professional judgment supported by fact-based information to develop practical, value-added recommendations.
  • Highly skilled in administering contract management and workflow/software solutions.
  • Proficiently use office software such as MS Excel, Word, PowerPoint, and SharePoint.

The most competitive applicants will have the following experience and qualifications (Desired):

  • Bachelor’s degree involving a major study in public health, public administration, business administration, or a closely allied field.
  • Five or more years of experience within a government agency focusing on contracts management, procurements, administrative oversight, or fiscal services.
  • Advanced project management and analysis, and problem-solving experience.
  • Experience with Agiloft software.
