Job description

Are you a project manager that enjoys planning, leading, and executing large scale projects? Do you have a strong technical aptitude and experience with change management? If so, Public Health – Administrative Services Division is seeking a one (1) Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) Project/Program Manager III (Public Health Microsoft 365 Modernization and Support Manager) to join its innovative team! Our ideal candidate is committed to racial equity and social justice, with strong technical expertise and a change management skillset to manage the department’s effort to modernize and support use of Microsoft 365 tools.

Public Health – Seattle and King County (PHSKC) relies heavily on the use of Microsoft 365 (MS365) tools in our work, in particular SharePoint and Teams. This project will work closely with PHSKC divisions and teams to maximize and streamline use of MS365 tools for our business operations, internal communication, and internal and external collaboration, while aligning with county compliance, and security policies. This position will assist teams across PHKSC with effective and efficient use of MS365 tools, engage in robust communication, provide support and training for PHSKC’s workforce, and utilize change management strategies throughout.

Background

The Administrative Services Division partners to provide efficient and effective expertise that makes it possible for Public Health to foster healthy people and communities.The Administrative Services Division includes teams that support the department with financial services, compliance, records management, health information technology, risk management, contracts and procurement, facilities support, and support for the intersection of our work with information technology.


Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last up to 1 year. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

The typical work schedule for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional evening/weekend work may be required. This position is not subject to the Fair Labor Standards Act (FLSA) and is not overtime eligible.

Work Location

This is a hybrid position with both in office and remote work opportunities. The primary location for this position will be based at the Chinook Building in Downtown Seattle, located at 401 Fifth Avenue, Seattle, WA, 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Teleworking:

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

  • Serve as the Public Health Project/Program Manager in the department’s effort to modernize and support use of MS365 tools across all PHSKC divisions/teams.
  • Work with each division/team to assess how MS365 tools can best support business need, identify existing issues, and anticipate future issues.
  • Collaboratively develop a workplan, including prioritization, and maintain flexibility to address emergent issues.
  • Develop, manage, and execute implementation plans to ensure business continuity, effectiveness, and end user acceptance.
  • Manage issues found during development and testing; identify and implement mitigations and solutions.
  • Develop job aids and training to ensure users can effectively use and maintain MS365 tools.
  • Coordinate with impacted teams to plan and implement updates to existing use of MS365 tools and initiate new uses of MS365 tools.
  • Develop, manage, and execute effective communications plans.
  • Develop and implement change management plans for the project.
  • Research, develop, and write decision proposals and decision packages for management.

Our ideal candidate will demonstrate the following (Minimum):

  • Commitment to and knowledge of racial equity and social justice principles and practices.
  • Demonstrated experience/expertise in the MS365 suite of applications, in particular SharePoint and Teams, and the associated security and permissions-based requirements to ensure functionality and stability.
  • Experience with and understanding of Microsoft Entra ID.
  • Experience with project planning and management, including complex projects involving multiple dependencies and/or conflicting priorities.
  • Knowledge of and experience with change management principles.
  • Experience with development of process maps, job aids, and other technical documentation.
  • Experience with training and support of colleagues with varied learning styles and skillsets.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Experience developing and implementing training and change management plans and drafting associated communications.
  • Ability to communicate and maintain working relationships with diverse populations; facilitate discussion and consensus; collaborate effectively.
  • Relates well with others; builds constructive and effective relationships; uses diplomacy and tact; can defuse even high-tension situations comfortably.

The most competitive applicants will have the following experiences and qualifications (Desired):

  • Experience with quality improvement processes.
  • Experience with quality assurance and end user monitoring.
  • Experience with Public Health and/or health care sector.
  • Experience with the government cloud.
  • Knowledge of compliance and regulatory requirements for healthcare, including HIPAA and state privacy regulations.
  • Certifications and/or demonstrated coursework in change management and/or project management; MS365 tools such as SharePoint and Teams.
