Data Networks, Inc (DNC), a subsidiary of ASRC Federal, seeks a Program Appropriations & Congressional Analyst to support NOAA in Silver Spring, MD. The role focuses on congressional relations, budget development, and strategic communications, with extensive drafting and briefing responsibilities.

The ideal candidate holds a Bachelor's degree and 2–4 years of related experience, excels in written and oral communication, and can thrive in a collaborative, fast-paced government contracting

Qualifications

• Bachelor's degree required with 2–4 years of relevant experience.
• Strong written communication skills for reports and briefing materials.
• Strong oral presentation skills to brief management.
• Familiarity with Congress and/or federal budget process is a plus.
• Ability to adapt in a fast-paced environment.
• Strong interpersonal and customer service skills.

Responsibilities

• Track appropriations and congressional correspondence.
• Draft responses for Congress, CRS, GAO.
• Draft congressional testimony and Questions for the Record.
• Support annual budget rollout with Q&A prep.
• Prepare budget materials and narratives for NESDIS leadership.
• Meet with customers to discuss performance and priorities.
• Provide training on congressional procedures to staff.
• Travel as needed for visits and staff training.
