Job Description and Position Requirements

We are seeking a self-motivated and experienced Configuration Manager (CM) to join our DevSecOps Department/Cyber, Modeling and Simulation Division at the Applied Research Laboratory (ARL) at Penn State University. ARL/Penn State develops innovative solutions for national challenges supporting the Navy, DoD, and Intel communities. As a Configuration Management Analyst, you will ensure the accuracy and consistency of software and hardware configurations, working with advanced technologies and a talented team.

Your responsibilities will include designing and implementing CM processes, managing hardware and software configuration items, supporting product development, and guiding product lifecycle management.

You will:
  • Assist in selecting and evaluating technologies to support program development, define processes and standards, and maintain documentation at the Undersea Systems Office level.
  • Manage technical and engineering changes to hardware, software, and data.
  • Collaborate with internal and external stakeholders and participate in meetings.
  • Provide technical leadership for resolving CM issues during product lifecycles.
  • Develop training and guidance for integrating new technologies and processes.
  • Work with ARL IT to maintain tools, manage licenses, and establish automation and access controls.
  • Create CM metrics reports.
  • Implement CM processes in line with industry standards.
  • Identify and document configuration items across teams.
  • Maintain CM databases and conduct audits for accuracy.
  • Resolve configuration discrepancies promptly.
  • Guide team members on CM processes.
  • Monitor and improve CM processes for efficiency.
  • Coordinate with project managers to document and approve configuration changes.
  • Report on CM status to teams and management.
  • Stay updated on industry trends.
  • Mentor junior team members.
  • Collaborate with software teams for version control and releases.
  • Participate in customer meetings providing CM expertise.
  • Ensure compliance with policies and regulations.

This position can be filled at various levels depending on education and experience. Requirements include a Bachelor's Degree or higher, and 3+ years of related experience or equivalent. Higher positions require additional qualifications.

Required Skills and Experience:
  • Proficiency with Microsoft Windows, Word, Excel, PowerPoint
  • Knowledge of industry or US Government CM practices
  • Experience with CM tools (source control, problem tracking, etc.)
  • Effective communication skills for reports and presentations
  • Proven collaboration in multidisciplinary teams
  • Ability to deliver quality results independently
  • Strong analytical and problem-solving skills
Preferred Skills and Experience:
  • Experience with Siemens TeamCenter, Atlassian JIRA
  • Active government security clearance
  • Background in Mechanical/Electrical Engineering or programming (C, C++, Python, Perl)

Work location: On-site in San Diego, CA.
