Primary Purpose of Organizational Unit

The Office of the University Registrar (OUR) serves several key duties as set from the Faculty Code of University Government:

  • OUR serves as the keeper of the academic records of all students registered in the University and issues official transcripts and reports of such records; 2) conducts the registration of all students in the University; 3) prepares and publishes the class and examination schedules; and 4) administers the faculty regulations relating to the removal of academic deficiencies incurred in this University and to compliance with probation and readmission requirements.
  • To fulfill these duties the office has following core service areas for and on behalf of the university community, including students, alumni, administration, faculty, staff, and other constituents.

Position Summary

The Compliance Specialist and Special Enrollment Coordinator provides centralized administration for non-traditional academic programs authorized through the University's academic inventory of instructional programs. The position coordinates the administrative and system activities necessary to facilitate and support student enrollment in non-conventional programs offered by academic units on campus and in partnership with other institutions, including Duke University, North Carolina State University, and the National University of Singapore. The position assists in the development and implementation of system applications, policies, procedures, and business processes that support the successful delivery of these programs and plays a key role in planning and implementing new special programs that fall outside standard administrative processes, business rules, systems, and services. The position serves as an administrative resource to the University Registrar and as the resident expert in the management and administration of specially administered programs, monitoring, evaluating, and assessing the effectiveness of supporting systems and services. The position serves as the primary liaison to UNC-Chapel Hill departments and schools that sponsor inter-institutional and joint programs, as well as to domestic and international partner institutions.

In addition, the position is part of a team responsible for the analysis, maintenance, and correction of student records and data. The position assists in communicating university policies and procedures related to student records, enrollment services, and compliance requirements; collaborates with campus partners on grading, new student orientation, and current and retroactive enrollment activities; and supports special projects as assigned. The position provides customer service to faculty, staff, students, and third parties by responding to inquiries, processing enrollment transactions and transcript requests, and resolving records-related issues. The employee also provides intermediate-level technical support for the Compliance and Records and Enrollment Services team within the Office of the University Registrar.

Minimum Education and Experience Requirements

Bachelor's degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience
  • Experience managing complex administrative processes, records, or compliance-related activities requiring accuracy and attention to detail
  • Demonstrated ability to analyze, research and resolve data discrepancies while maintaining data integrity and confidentiality
  • Strong customer service and communication skills, with the ability to effectively interact with students, faculty, staff, and external partners
  • Proficiency in utilizing information systems, databases, reporting tools, and standard office software to manage records, generate reports, and support business processes
Preferred Qualifications, Competencies, and Experience
  • Experience working in higher education administration, particularly in student records or compliance-related functions
  • Knowledge of student records regulations and best practices, including FERPA, enrollment certification processes, transcript management, and academic records administration
  • Experience with student information systems and reporting tools such as ConnectCarolina, National Student Clearinghouse, or similar enterprise systems
  • Demonstrated experience developing process improvements, creating procedural documentation, and supporting technology-driven initiatives
Campus Security Authority Responsibilities

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
