The District of Columbia Government, Office of Risk Management (ORM), is seeking a Compliance Manager to advise on regulatory adherence and independently handle investigations. The role designs and coordinates internal reviews, audits, and policy updates to strengthen program compliance across agencies.
The incumbent will review reports, manage sensitive issues, supervise staff, and ensure timely compliance with laws, policies, and procedures, while promoting quality control and service delivery.
This position is located in the District of Columbia, Office of Risk Management (ORM). ORM provides, among other things, risk management direction, guidance, and support to District government agencies so that they can minimize the total cost of risk, resulting in improved government operations and enhanced service delivery. In addition, ORM is responsible for the public sector workers’ compensation program, the public sector safety and health management program, and claims for unliquidated damages filed against the District government.
The Compliance Manager serves as an advisor on compliance issues, independently investigates and acts on matters related to program compliance with applicable laws, policies, rules, agreements, and DCORM’s policies and procedures. The incumbent designs and coordinates internal compliance investigations, conducts self-inspections and external audits as appropriate.
The incumbent develops and implements rules, policies, guidelines, and procedures for timely compliance review; establishes goals supporting agency strategies; prepares materials explaining regulatory changes; designs and implements compliance and program review systems; conducts internal investigations; and coordinates compliance activities through senior staff to ensure understanding, support guidance, and obtain feedback. The incumbent analyzes risk control and management policies, programs, systems, staffing, and performance to identify gaps; evaluates legislative proposals and regulations; defines policy issues; recommends amendments; interprets statutes and rules; participates in developing acquisition plans and strategic initiatives; recommends policies from special projects; supervises studies and monitoring; addresses sensitive issues and complaints; manages open claim files; and resolves administrative matters to promote quality control and customer service.
The incumbent reviews, edits, and recommends changes to reports on sensitive or complex issues; conducts specialized audits and investigations; prepares analyses of provider performance and compliance findings; gathers evidentiary data; maintains internal databases and tools; and presents reports to management on audit findings, non‑compliance, and operational deficiencies. The incumbent leads and participates in internal and external meetings; supports strategic initiatives and compliance efforts; supervises and evaluates staff; sets priorities; manages performance standards; approves leave; identifies training needs; and performs related duties as assigned.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS), "At-Will" Appointment. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not in a collective bargaining unit.
Position Destination: This position has beendeemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
