Qualifications

  • Bachelor's degree in HR, business, legal studies, or related field.
  • Minimum 5 years in compliance, HR operations, or regulatory affairs; 2+ in multi-state environments.
  • Experience designing and conducting compliance audits with formal findings.
  • Knowledge of FLSA, OSHA, EEO/EEOC, I-9/E-Verify, and state labor laws.
  • Ability to manage multiple audit workstreams independently and meet deadlines.
  • Strong written communication; able to present sensitive findings to senior leadership.
  • Comfortable escalating findings to C-suite and operating with independence.

Responsibilities

  • Design and manage annual enterprise compliance audit calendar across 30+ states.
  • Conduct independent audits of HR credentialing records, LMS data, payroll processes, and post-order compliance.
  • Audit guard cards, armed/issued licenses; monitor expirations and deployment risks.
  • Audit FLSA wage and hour processes and state labor law obligations across jurisdictions.
  • Own OSHA 300 log and injury/illness recordkeeping; manage reporting and trends.
  • Monitor regulatory changes and translate updates into internal standards with deadlines.
  • Enforce data governance for systems with employee PII and biometric data; ensure BIPA/TBIA compliance.
  • Track corrective action plans and present quarterly health dashboard to leadership.

Overview

First Coast Security Services (FCSS) is hiring its first dedicated Compliance Manager — a newly created, independent leadership role responsible for building and operating the company's enterprise compliance audit program. Based in Jacksonville, FL, this position oversees regulatory adherence across a 30+ state operation of armed and unarmed security officers, covering state licensing law, federal wage and hour requirements, OSHA recordkeeping, training compliance, and data governance. Reporting directly to the VP of Human Capital Management with a dotted line to the CEO, the Compliance Manager operates with full audit independence and direct escalation authority to senior leadership. This is a high-visibility opportunity for a compliance professional who wants to own a function from the ground up in a fast-paced, multi-state services environment.

Job Description
  • Design and manage the annual enterprise compliance audit calendar across all regulatory, licensing, and credentialing domains in 30+ states.
  • Conduct independent audits of HR credentialing records, LMS training data, payroll processes, and post order compliance; issue formal findings reports to department heads and the CEO.
  • Audit guard card, armed permit, and supervisory license records for all active officers; monitor expiration dates and elevate deployment risks to HR before they occur.
  • Audit FLSA wage and hour process documentation — overtime calculations, rounding policies, meal and rest break compliance — and state-specific labor law obligations across all jurisdictions.
  • Own and maintain the OSHA 300 log and all injury and illness recordkeeping obligations; manage timely regulatory reporting and track incident trends for quarterly leadership review.
  • Monitor federal and state regulatory changes across all 30+ states of operation and translate updates into internal compliance standards with clear implementation deadlines for HR, Training, and Operations.
  • Enforce data governance standards for systems containing employee PII and biometric timekeeping data; ensure compliance with BIPA, TBIA, and equivalent state statutes.
  • Track all corrective action plans to verified closure; maintain a compliance findings register and present a quarterly compliance health dashboard to the CEO and VP of Human Capital Management.
Requirements
  • Bachelor's degree in Human Resources, Business Administration, Legal Studies, Criminal Justice, or a related field — or equivalent combination of education and experience.
  • Minimum 5 years of progressively responsible experience in compliance, HR operations, or regulatory affairs, with at least 2 years in a multi-state employment environment.
  • Demonstrated experience designing and conducting compliance audits and producing formal written findings reports for senior leadership audiences.
  • Working knowledge of FLSA wage and hour requirements, OSHA recordkeeping, EEO/EEOC compliance, I-9/E-Verify, and state labor law fundamentals.
  • Proven ability to manage multiple concurrent audit workstreams independently and meet compliance calendar deadlines without oversight.
  • Strong written communication skills — able to produce clear, defensible findings reports and present results that may reflect unfavorably on other departments.
  • Comfortable operating with organizational independence and escalating compliance findings directly to C-suite leadership.
Preferred Qualifications
  • Experience in the contract security, staffing, professional services, or government contracting industry.
  • Familiarity with state private security licensing requirements across multiple states, particularly FL, TX, VA, OR, and MS.
  • Knowledge of Service Contract Act (SCA) / Davis-Bacon prevailing wage requirements for government contract work.
  • Experience with biometric privacy statutes (BIPA, TBIA) and multi-state data governance frameworks.
  • Experience with LMS platforms and training record audit methodology.
  • Active compliance or HR certification: CCEP, SHRM-CP, SHRM-SCP, PHR, or SPHR.
