Job summary

The Oregon Bureau of Labor and Industries (BOLI) seeks a Compliance Specialist 2 (CS2) to enforce Oregon’s wage and hour laws, including prevailing wage, minimum wage, overtime, and related areas. This full-time position involves investigations, data analysis, and preparing formal reports, with a focus on regulatory compliance across multiple sites.

Qualifications

• Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.
• Two of the four years must be above the technical support level.
• College-level coursework may substitute for experience (45-quarter units per year, up to three years).
• Some positions may require a bachelor’s degree in business or public administration and one year of the specified experience.

Responsibilities

• Conduct investigations pertaining to wage and hour statutes and rules, focusing on prevailing wage, to resolve claims or determine disposition of cases.
• Investigate complaints against public agencies for failure to comply with least-cost contract policy.
• Devise investigative plan to obtain evidence and essential facts for final determinations.
• Interpret and apply relevant laws, rules, and policy to findings of fact.
• Prepare investigative files for administrative hearings or DOJ litigation referrals.
• Research and apply past precedents to determine classifications of work and Prevailing Wage Rates.
• Conduct on-site wage inspections to assess compliance on multi-employer sites, interviewing witnesses and collecting evidence.
• Educate external stakeholders on Wage and Hour and Prevailing Wage issues.
