Job Summary

The Compliance Manager ensures the organization’s adherence to DDA regulations and internal policies across all operational areas including residential services, personal support, vocational programs, human resources, and client services. This role plays a key part in quality assurance, regulatory compliance, and continuous improvement, ensuring that the services provided meet client needs and all relevant standards.

Location: MD (based in our Towson, MD 21286 office)

Compensation: $45,000-$50,000 annual salary

Key Responsibilities

Regulatory & Policy Compliance

  • Monitor and ensure compliance with all applicable DDA regulations, federal/state/local laws, and internal policies across departments.
  • Maintain current knowledge of DDA regulatory changes and communicate updates to relevant departments.
  • Coordinate and support internal and external audits; track and ensure timely resolution of findings.
  • Conduct agency policy/procedure training as needed

Quality Assurance Oversight

  • Collaborate with the Director to implement and enforce quality assurance systems and protocols.
  • Analyze QA audit results, identify trends, and assist departments with corrective action plans.
  • Conduct Audits as required using the appropriate audit checklist and follow up on QA findings to confirm implementation and sustainability of improvements.

ICM System & Documentation Monitoring

  • Monitor usage and data integrity in the ICM (electronic system), ensuring accurate and timely documentation across departments.
  • Regularly review client records, including care notes, services rendered, and progress notes, to ensure accuracy, compliance, and alignment with service plans.
  • Identify documentation gaps or inconsistencies and coordinate with staff for timely re-training if needed.

Residential, Facility & Vehicle Compliance

  • Conduct routine reviews of residential sites to ensure health, safety, and licensing compliance.
  • Verify that all facility and vehicle maintenance requests are submitted, tracked, and completed promptly.
  • Ensure all vehicles meet safety and documentation requirements, including regular inspections and registrations.
  • Review and audit vehicle usage logs to ensure only authorized drivers operate agency vehicles and that usage is consistent with organizational policy and DDA requirements.
  • Ensure proper recordkeeping for mileage, trip purpose, and maintenance history.
  • Conduct regular residential program audits to ensure adherence to all DDA regulations, internal policies, and quality standards, providing written reports with findings and recommendations for corrective action.

Medication Administration Monitoring

  • Monitor compliance with medication administration policies, procedures, and documentation.
  • Audit medication records to ensure accuracy, proper storage, and timely refills in accordance with DDA and healthcare regulations.

Human Resources, Training & Staff Compliance

  • Ensure all employees maintain required certifications, background checks, and licensing credentials.
  • Monitor and track department-specific and company-wide training requirements to ensure timely completion.
  • Work with department managers and HR to identify training gaps and coordinate additional training or retraining as needed.
  • Support HR in audit preparation and compliance documentation, including personnel files and onboarding processes.

Vocational & Client Services Oversight

  • Collaborate with vocational and client services teams to ensure service plans are implemented in alignment with compliance and person-centered goals.
  • Monitor documentation of client progress, satisfaction, and engagement in vocational programs.

Meetings, Action Items & Follow-Up

  • Attend all scheduled meetings with the Director and relevant management staff.
  • Track all compliance-related action items, deadlines, and follow-ups from meetings.
  • Proactively ensure that assigned tasks and follow-up actions are completed on time and documented appropriately.
  • Maintain accountability across departments for timely and thorough resolution of compliance issues.
  • Identify compliance gaps and recommend proactive solutions.

Reporting & Recordkeeping

  • Submit monthly compliance reports to QA Director.
  • Prepare compliance reports for leadership and regulatory agencies as required.
  • Maintain accurate, well-organized records of audits, incidents, corrective actions, inspections, vehicle logs, training completion, and compliance reviews.
  • Investigate and document all incident reports in collaboration with program leadership, ensuring thorough root cause analysis, timely, and submission of required reports to regulatory agencies.

Qualifications and Education Requirements

  • High School Diploma/ GED(4-yeardegree preferred)
  • Must have a valid driver's license with a satisfactory record.
  • Should have position-related experience with the population served and/or experience providing direct care assistance with ADLs and possess the following knowledge, skills, and abilities.
  • Knowledge of: The DDA population and related developmental disabilities, behavioral management principles; generally accepted safety procedures.
  • Able to pass and maintain all DDA mandatory training(if applicable).
  • Has the knowledge, skills, and abilities to perform their job
