Your next opportunity is here: The Air Force Civilian Service is looking for your talents and skills to work alongside our uniformed Airmen in the United States Air Force.

The Air Force Civilian Service (AFCS) is looking for a Full-Time Compliance Accountant (GG-0510-13) to work at the Air Force Sensitive Activities Office on Joint Base San Antonio, Lackland, TX.

In this critical role, you will audit integrated financial systems, oversee complex disbursing, and lead quality assurance reviews (GAAP, FIAR, JTR, DoD FMR). If you have expertise in military/travel pay audits, MICP internal controls, and troubleshooting mission-unique accounting systems, we want you on our team!

Moving expenses may be paid.

Salary Range: $108,001-$140,403

Must have a degree in accounting/related field with 24 credits in accounting.

A Certified Public Accountant or a Certified Internal Auditor obtained through written examination is desired.

“This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.”

IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications/Requirements

You will serve as a Compliance Accountant, establishing, and maintaining integrated financial management systems, including at least budgeting, accounting, and managerial-financial reporting.

  • US citizenship is required.
  • Must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

  • Certifications: A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination is desired.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • The incumbent may be subject to a counterintelligence scope polygraph.
Knowledge, Skills And Abilities
  • Knowledge of professional principles, theories, techniques, and practices as pertains to GAAP, Generally Accepted Government Auditing Standards, FIAR, and the laws and regulations governing accounting procedures.
  • Knowledge of USAF financial management principles, theories, procedures and applications to administer the serviced activities financial management programs as they relate to Sensitive Activities; develop procedures and disseminate expert guidance on financial management and disbursing methodology, approach, procedures and techniques.
  • Knowledge of DoD, DFAS, and USAF financial management objectives, auditing, accounting and disbursing missions, responsibilities, interrelationships, processes, programs, operations and appropriate systems to participate in the budget development process; ensure programs objectives are met and fiduciary responsibilities are properly administered.
  • Knowledge of automated financial management and accounting systems, policies, procedures and practices which are used in accomplishing the activities financial management functions to meet prescribed requirements, develop solutions to problems, identify trends and to develop recommendations for future systems or applications; ability to plan and organize work, meet deadlines; interpret financial reports, schedules, & statements.
  • Skill in planning, coordinating, and executing financial and budgetary actions and associated automated records transactions; understanding AF and DoD automated financial and budgetary management and pay systems.
  • Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; understands and negotiates complex issues, and maintains harmonious working relationships and to interpret policy, laws, regulations and procedures on financial management and policy to senior management, including those without a financial background.
