Job summary

Air Force Civilian Service seeks a Senior Budget Analyst (GG-0560-14) in Fort Washington, MD to provide strategic guidance on PPBE cycles, manage multi-year portfolios, and advise senior leaders on budget formulation. The Air Force Civilian Service (AFCS) is looking for a full time Senior Budget Analyst, GG-0560-14 at Fort Washington, MD.

Base Salary Range: $143,913 - $187,093

up to 40% telework possible

Looking for a senior budget analyst to provide strategic guidance to the SAF/OCB Enterprise on current and prior-year funding actions. Manages all phases of the Planning, Programming, Budgeting and Execution (PPBE) cycle, applying expert knowledge of Congressional, OMB, and DoD policies to set financial priorities. Directs multi-year, multi-appropriation portfolios (O&M, R&D, Procurement) and advises senior leaders on budget formulation for the Future Years Defense Program. Oversee budget submissions, compliance, and preparation of Program of Objective Memorandum (POM), Budget Estimate Submission (BES), President’s Budget (PB), Congressional Justification Book (CJB), Procurement Budget Justification Documents/P-Docs (PDOCS), and Research, Development, Test, and Evaluation Budget Justification Documents/R-Docs (RDOCS).

Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

(NOTE: Typically, the 1-year probationary period is for Competitive Jobs, and 2-year trail period is for Excepted Jobs.)

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V3007.

Qualifications/Requirements
  • U.S. Citizenships Required.
  • This is a designated Drug Testing Position.
  • Must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • Bachelor of Science degree from an accredited institution in business, organizational management, mathematics, or accounting is highly desired.
  • Comprehensive knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES) with expert knowledge of budget execution and fiscal law is required to serve as senior budget analyst and advisor to the Chief of Budget Execution on financial matters pertaining to budget execution and financial management.
  • Comprehensive knowledge of the concepts, principles, practices, laws, and regulations which govern appropriated funds operations is required to plan, develop, coordinate, execute and evaluate the integration of all phases of the budgetary process and to formulate and implement effective and efficient budgetary plans, programs, and policies.
  • Expert knowledge of and extensive experience with missions, functions, goals, objectives, work processes of sensitive activities within the Intelligence community as well as Military Intelligence Program funds.
  • Expert knowledge of and extensive experience with security guidelines and requirements for maintaining and protecting classified information and sensitive activities within the Intelligence community as well as Military Intelligence Program funding guidelines.
  • Expert knowledge of and extensive experience with financial systems utilized by the Air Force such as Automated Business Services System (ABSS), General Accounting and Finance System (GAFS/BQ), Defense Travel System (DTS), Wide Area Work Flow (WAWF) is required.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing funding levels.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
