Air Force Civilian Service seeks three Acquisition Program Management Specialists (GG-1101-13) to support the Cryptologic and Cyber Systems Division at JBSA-Lackland, San Antonio, TX. You will manage contracts, budgets, and technical aspects across acquisition phases, ensuring effective oversight and compliance with DoD instructions.

Candidates must meet DAWIA requirements within 24 months, obtain TS/SCI clearance, and may require travel.

Qualifications

  • Knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management; and security practices to protect classified information.
  • Knowledge of contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; and safety practices for the work environment.
  • Knowledge of DoD, Air Force, and related entities governing the systems acquisition process and lifecycle management.
  • Ability to establish and maintain good relationships within and outside the office.
  • Ability to plan, organize, and manage critical aspects of R&D, production, and support of subsystems; integrate and manage acquisition functions and personnel.
  • Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.

Job description

The Air Force Civilian Service (AFCS) is looking for three Acquisition Program Management Specialist (GG-1101-13) to work at the Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNCD), JBSA-Lackland, San Antonio, TX.

In this position you will serve as an acquisition program management specialist within the Cryptologic and Cyber Systems Division, responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. To provide acquisition oversight and guidance on development, acquisition and sustainment across multiple branches, programs, activities and diverse mission disciplines.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position classified under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

This is a Direct Hiring Authority (DHA) position.

Salary Range is $108,001 - $140,403 Annually based on experience.

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under The Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position is Acquisition Category Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station to perform temporary duty assignments traveling in military and/or commercial aircraft.
  • Employee may be required to work short/no-notice overtime.
  • Must demonstrate sound security practices for ensuring the safeguarding of classified information.
  • Incumbent may be required to undergo a counterintelligence-scope polygraph examination.

  • Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; and applicable safety practices for the work environment of this position.
  • Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of the Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
  • Skill to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
  • Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions, and personnel in support of the process.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
