Job summary

Guru Consulting is seeking an experienced Compensation & Market Study Consultant to lead a salary and compensation benchmarking study for a Texas municipal government. The consultant will evaluate compensation across city departments, electric utility operations, and sworn public safety positions with in-person presentation to city leadership in Bryan.

The project covers 30–40 General City positions, 20–30 Electric Utility positions, and up to 10 Police & Fire roles.

Qualifications

• 8–10+ years of compensation consulting or HR advisory experience.
• Experience conducting salary market studies for municipalities, utilities, or public sector organizations.
• Excellent analytical, reporting, and presentation skills.
• Experience working with executive stakeholders and HR leadership.

Responsibilities

• Conduct comprehensive compensation and salary market study for the City of Bryan.
• Benchmark base pay and total compensation against comparable Texas municipalities.
• Survey 10–12 public sector organizations across agreed geographic regions.
• Develop job matching methodology and validate comparable positions.
• Identify compensation gaps, recruitment challenges, and retention risks.
• Prepare a detailed compensation analysis and executive recommendations.
• Present findings to HR and executive leadership in person.
