The University of Maryland School of Medicine - Psychiatry - Addiction Research & Treatment has an exciting opportunity for a Community Health Worker (Community Outreach Worker I). Working with multiple organizations and state agencies, the Division of Addiction Research and Treatment serves as a leader in addressing the current crisis by improving treatment and outcomes for individuals with Opioid Use Disorder (OUD). The selected candidate will perform duties that support the mission and vision of the department. This position requires the ability for scheduling flexibility to work evenings and weekends for community events and/or onsite functions as necessary. Under the general supervision of a licensed clinician, the community health worker provides non-clinical services intended to aid patients in establishing recovery from living with a severe and persistent mental illness and /or substance-use disorder problems. The selected incumbent will work as part of the assigned program’s treatment team to provide peer support and motivation to encourage patients who are seeking treatment for mental illness or alcohol or drug dependency and addiction issues. The selected incumbent will assist in completing referrals to treatment services and developing service plans to promote successful linkage to treatment services. The ultimate purpose is to establish a recovery plan designed to work towards the client’s goals of living independently in a community of their choosing in a productive and contributing way.

Primary Duties

  • Assists with planning, organizing, and implementing community special events such as health fairs, workshops, etc.
  • Participates in staff meeting and conferences. Reports on community outreach activities including problems and concerns.
  • Recruits a client base within the community by identifying, locating, interviewing, and screening individuals who may be appropriate for the program.
  • Provides general information to individuals and families on program objectives and services; eligibility requirements and benefits; confidentiality of information, etc.
  • Serves as a liaison between the client and community resources including department staff, City, State, and Federal social services agencies.
  • Schedules/refers clients for appointments with treatment providers; reminds them of pending appointments.

Qualifications

Education: High-school diploma or GED.
Preferred Experience: One (1) year in community outreach, health care, research, and/or social services, and experience working with recovering and addiction population preferred.
Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.


Knowledge, Skills, and Abilities
General knowledge of community and/or social service resources and programs. Skill in conducting interviews and assessing client needs. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships. Ability to operate computers and other office equipment. Ability to write reports and maintain records. Ability to work in extreme weather conditions. Ability to perform extensive standing and walking. Ability to handle sensitive and confidential matters with discretion and tact. Ability to interact with the public, health care providers, community organizations, and social service agencies. Ability to maintain poise and courtesy under pressure.


Conditions of Employment
Employees in this job class may be required to use their personal automobile while conducting official business and possess a valid Maryland Non-commercial Class C or Commercial Class B Driver's License (CDL). Candidates selected for employment may be subjected to medical inquiries and/or medical examination to determine ability to perform the job. Employees in this job class may be required to successfully pass a police background check.


Based on the duties of this position, selected candidates are eligible to participate in the Bargaining Unit (Union).


Hiring Range: $40,315 - $ 44,000, commensurate with education and experience. 2.5% salary increase upon successful completion of the probationary period.
