Job description

Regular Schedule: 30 hours per week

A Non-Merit vacancy exists in Clinical Services/Women, Infants & Children (WIC), Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Under general supervision, provides outreach services to women of reproductive age, newly pregnant women, and women who have recently delivered. These outreach services include addressing the need for smoking cessation, obesity interventions, and sharing information to clients about prenatal care, health insurance to cover this care, and services for family planning.

Responsibilities include:

  1. Meeting with and making presentations to individuals, organizations, and community groups to explain, publicize, and promote the program.
  2. Representing the program at health fairs, community events, classes, seminars, and other gatherings. Assisting with displays. Assembling and distributing literature, brochures, pamphlets related to program information and breastfeeding promotion and support.
  3. Promoting and supporting breastfeeding among postpartum women by making telephone calls. Developing and maintaining resource lists. Answering telephone inquiries regarding the program and breastfeeding support to the participants of the program. Assisting clients in making application to the program.
  4. Collecting, tabulating, updating, and maintaining program records and statistics related to breastfeeding by program participants. Assembling periodic statistical reports.

Examples of Other Duties

May transport clients. Performs other related duties as required.

Required Qualifications

  • Possession of a high school diploma or appropriate equivalent
  • Plus two years' clerical experience which includes public interaction.

(Additional education may be substituted for the required experience on a year-for-year basis up to a maximum of two years.)

Licenses and Certificates

  • Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver license is required at the time of application.

Applicants are required to submit proof of licenses, certifications, and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

Preferred Qualifications

  • Experience providing advice and guidance to women breastfeeding their children
  • Completion of the Maryland WIC Peer Counselor Training Program
  • Ability to speak Spanish

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

New employees hired after July 1, 2022, are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Persons appointed to this classification may be required to work nights, evenings, and weekends.

Physical and Environmental Conditions

The work of this classification is generally sedentary but may require some traveling throughout the County and lifting and carrying in the setup of educational displays and presentations.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening, and employment investigation, including, but not limited to criminal background, education certification, and fingerprinting checks.
