Job summary

The City of Catoosa is seeking a Community Development Director to lead the department, directing planning, permitting, zoning, and long‑range planning. You will supervise staff, interpret development regulations, and coordinate across City departments and with stakeholders on land use and infrastructure.

The role requires strong leadership, staff development, and the ability to advise the City Manager, elected officials, and commissions.

Qualifications

• Technical writing and preparation of clear, defensible staff reports and findings of fact
• Public presentation and meeting facilitation for boards, commissions, and community groups
• Project and workflow management across multiple departments and deadlines
• Conflict resolution and negotiation with developers, contractors, and the public
• Data analysis and interpretation, including GIS mapping and development trends
• Organizational and time management skills in a high‑demand municipal environment

Responsibilities

• Directs, manages, and provides strategic leadership for the Community Development Department.
• Supervises, trains, evaluates, and guides departmental personnel for coordinated planning and enforcement.
• Oversees development review, permitting, and related processes, including zoning and variances.
• Administers the Unified Development Code and related standards to ensure compliance.
• Leads cross‑departmental coordination for development review and public engagement.

Education

Bachelor’s degree in Urban Planning, Public Administration, Geography, Community Development, Architecture, Engineering, or related field

Master’s degree, AICP, ICC certifications, economic‑development certification, or comparable credentials are preferred
