Department: Municipal Infrastructure & Development - Community Development

Pay Grade: 118

Salary Range: $72,018.00 - $111,627.89 DOQ

FLSA Status: Exempt

Job Summary

This position oversees all functions of the Community Development Department, including building permitting, business licensing, planning, zoning, and GIS. The role reports to the Assistant City Manager for Municipal Infrastructure and Development.

Essential Job Functions
  1. Ensure departmental processes are efficient; manage applications and variance processes; prepare work programs and budgets.
  2. Manage comprehensive plan updates, development, and ensure project completion according to the work program; implement development regulations, redevelopment plans, TADs, corridor studies, solid waste management, and transportation planning with Cobb County.
  3. Oversee project progress, review plans for floodplain compliance, manage consultants, legal documents, and project closeouts.
  4. Manage Building Permitting, including third-party services, invoices, contracts, and online payments; coordinate meetings and address complaints.
  5. Ensure efficient processing of business licenses and compliance with guidelines.
  6. Complete reports within deadlines, manage code enforcement, and oversee online presence and payments.
  7. Coordinate permits and licenses for new businesses.
  8. Review zoning reports, ensure legal compliance, and assist with zoning inquiries.
  9. Manage GIS activities, including map preparation and online data management.
  10. Engage with citizens, developers, and officials during planning, zoning, and development processes.
  11. Develop recommendations for zoning ordinance amendments, land use plans, and maps.
  12. Collaborate with various government entities to coordinate community development efforts.
  13. Represent the city on planning and zoning boards, attend council meetings as needed.
  14. Supervise zoning and business licensing staff.
  15. Perform other related duties as assigned.
Minimum Requirements

Bachelor’s degree and five (5) years of related experience, or equivalent training/education. A Master’s degree and AICP certification are preferred.

Knowledge, Skills, and Abilities
  • Knowledge of planning principles, policies, and procedures.
  • Knowledge of local and state laws, ordinances, and development codes.
  • Skills in public interaction, communication, report writing, and research.
  • Ability to manage multiple priorities, establish effective relationships, and interpret regulations.
Physical Demands

Primarily sedentary work with occasional field activities requiring balancing, climbing, or stooping.

Work Environment

Typically performed in an office setting.
