Job summary

City of Des Moines is seeking a Property Maintenance and Housing Inspector to enforce housing, environmental health, zoning, nuisance and related codes. You will engage with neighborhood groups, the public and organizations to obtain voluntary compliance and provide information on city code requirements.

Responsibilities include conducting inspections, preparing case files, testifying in court when needed, and coordinating enforcement actions.

Qualifications

  • High school diploma or GED
  • Two years post-high school education in a related field
  • Two years inspection experience (housing, building, zoning or health)
  • Three years experience in building construction or related field
  • Certification within 12 months of appointment

Responsibilities

  • Survey, inspect, investigate and enforce requirements for residential properties to determine compliance with the City’s Housing Code and related codes (fire, building, electrical, plumbing, mechanical).
  • Survey, inspect, investigate and enforce City zoning, environmental health, nuisance vegetation, minimum property standards and related regulations.
  • Conduct vector inspections and perform eradication measures as needed.
  • Collect data and prepare reports and correspondence on inspection findings; may refer to Housing Appeals Board, Board of Health and Zoning Board of Adjustment.
  • Observe violations, issue notices, counsel violators, prepare case files, pursue legal remedies, initiate public nuisance actions and oversee cleanups/board-ups of non-compliant properties.
  • Maintain records of current activities and update property files; assist in preparation of injunctive, citation and condemnation cases; may testify in court.
  • Performs code enforcement and monitoring after hours as required; meet with public and neighborhood groups to coordinate compliance; refer to City services for neighborhood concerns.
  • Contact owners/tenants to provide technical assistance and promote improved property maintenance; conduct specialized inspections as assigned.
  • Assist in training new staff; act for supervisor when directed; perform related duties.

Education

High school diploma or GED
Two years post-high school education in property maintenance/public administration/environmental health/related field
Two years inspection experience (housing, building, zoning or health)
Three years experience in building construction/building maintenance/related field
Property Maintenance and Housing Inspector Certification (within 12 months)
