Hatch is seeking Intermediate and Senior Commissioning Managers with experience in metals (steel & aluminum), mining, or infrastructure for assignments in North America. The Commissioning Manager will work from the project office and site, responsible for the overall planning, direction, organization, and budgeting of all Pre‑Commissioning and Commissioning work to the highest safety and quality standards, within time and cost constraints.

Responsibilities

• Participate in the conceptual development of commissioning projects and oversee organization, scheduling, and implementation strategy.
• Lead safety planning associated with project commissioning execution methods, with support of the Project Manager and Site Health and Safety Manager.
• Scope commissioning systems and plan the commissioning sequence.
• Ensure commissioning systems are defined to a level sufficient for a level four schedule.
• Coordinate with client, project management, and project services to identify required reporting procedures and formats for client and Hatch management needs.
• Ensure commissioning systems are coordinated with construction work packages, engineering and procurement.
• Implement corporate policies and procedures, including permit to work and Lock‑Out/Tag‑Out procedure.
• Review and approve commissioning estimates, budgets, forecasts and schedules.
• Review P&IDs, Flow Diagrams, Single Line Diagrams, Network Architecture Drawings and engineering registers to prepare execution plans and estimates, identifying opportunities for acceleration.
• Obtain necessary permits and licenses (notice of project, insurance certificates, workers compensation, environmental permits, etc.) prior to commissioning activities.
• Liaise with the Project Manager and core team of design engineers, procurement, planning, scheduling and other personnel to set priorities and ensure timely commissioning performance.
• Develop site organization and staffing requirements to execute commissioning activities within schedule and acceptable cost.
• Direct, monitor and motivate subordinate commissioning specialists, ensuring project requirements are achieved.
• Coordinate supplier representatives for specialty commissioning work.
• Establish commissioning requirements for pre‑fabrication and modularization.
• Provide technical support to other site functions as needed.
• Inform the Project Manager of commissioning concerns.
• Ensure adherence to local regulations and statutory requirements in site activity planning.
• Assist procurement in reviewing contractual agreements with clients, suppliers, and contractors.
• Liaise with client representatives to ensure shutdowns, relocations, tie‑ins and restart commissioning are planned safely and in a timely manner with minimal disruption.
• Recommend commissioning resources and strategies to meet the schedule in each area.
• Participate in labor studies, manpower sourcing and industrial relations strategy.
• Coordinate with the Construction and Operational Readiness Manager for transfer package planning.
• Prepare and issue the Commissioning Execution Plan.
• Lead setup and implementation of the commissioning management system.

Qualifications

• Demonstrated focus on health and safety management in the commissioning phase and extensive knowledge of related procedures, safe work practices, and legislation.
• Engineering degree or equivalent.
• Minimum five to seven years of commissioning management experience.
• Strong leadership skills, capable of leading teams and integrating into a team environment.
• Proficient in Microsoft Office; experience using Visio or similar tools for commissioning sequences, organizational charts, and workflow processes.
