Job summary

Hatch Ltd. is seeking a Commissioning Lead in Pittsburgh to oversee all activities from Pre-Commissioning through Commissioning into steady operations. You will plan, coordinate, and supervise commissioning tasks, ensuring safety, timely turnover, and performance of equipment.

You will guide multi-discipline teams, manage documentation, PSSR compliance, and vendor interfaces while driving continuous improvement and risk mitigation on a major mining, energy, and infrastructure project.

Qualifications

• Bachelor of Engineering or equivalent required or extensive practical experience.
• Experience in all phases of large project management: contractual obligations, construction, commissioning, start-up, QC/QA, safety and environment.

The Commissioning Lead supervises all activities required to bring equipment and systems from the Pre-Commissioning phase through Commissioning and into stable Operations, safely and as quickly as possible, in accordance with Project HSSE and business objectives.

The Commissioning Lead will be assigned responsibility for completion of commissioning in their assigned area(s). Their duties will include planning and coordination of commissioning activities daily, insuring conformance to safety standards, reporting, scheduling, vendor interface and direct supervision of commissioning personnel.

Key Responsibilities:

• Develop a thorough understanding of the project requirements as they relate to commissioning scope, cost, and schedule.
• Develop/confirm detailed instructions for inclusion into the specific Commissioning Execution Procedure.
• Manage all aspects of compliance with the Pre-Start Up Safety Review (PSSR).
• Drive the delivery of the Completions Turnover process, from the Construction team to the Commissioning team, and from the Commissioning team to the Operations team through the CCMS Team, and
  • Attendance to Completions Walkdowns as required
  • Review of turnover documentation, by facility, system, or sub-system as appropriate
  • Punch lists and deficiency management
  • Review of Inspection and Testing Check Lists
  • Review of Test Reports.
• Develop and maintain the project’s scope of work documentation and revise as required during commissioning.
• Set and communicate the direction, vision and role accountabilities to site ensuring the organization is aligned to the vision.
• Attend meetings which relate to daily work activities, scheduling/planning of Pre-Commissioning & Commissioning activities.
• Provide performance feedback, coaching and mentoring and ensure team development to optimise performance and commitment of leaders and employees.
• Implement change initiatives effectively to ensure a smooth transition.
• Ensure appropriate workforce planning to ensure project delivery and employee development needs are met.
• Planning and leading ICT field commissioning activities daily.
• Supervision of Control Systems Specialists and Technicians.
• The review, witness and acceptance of pre-commissioning test methods, procedures and equipment testing.
• Develop plans and procedures as required for the project.
• Reporting of non-conformance with project standards and specifications.
• Prove operational capability and performance of equipment and systems.
• Maintain and report Punch List activities.
• Verification and resolution of turnover exceptions and punch list items.
• Resolution of problems or defects in equipment, design, or installation.
• Supervision and support of vendors required for commissioning.
• Conduct operational adjustments and modifications to optimize systems.
• Assist in the development and training of operations and maintenance personnel
• Reporting as required.
• Other duties as required at the direction of the Commissioning Manager.

Qualifications and Experience

• Relevant Bachelor of Engineering or equivalent experience or a technical qualification with extensive practical experience would also be acceptable
• Experience in all phases of large project management practices and methods, including Contractual obligations, Construction and Commissioning, Documentation, Start-up, QC/QA, Safety and
• Environmental, Contractor Supervision, Estimating and Scheduling.
• A broad knowledge of installation, functional testing, and operation of Mechanical, Instrumentation, Piping and Electrical Systems utilized for various processes. As a Commissioning Lead, this is critical to be able to direct multi-discipline teams and to see the entire picture.
• Experience working on large projects in a multidisciplinary environment.
• Familiar with team building and team leadership and able to confidently apply those principles.
• Ability to lead individuals in a team environment to attain quality, cost, and schedule objectives.
• Strong deliverable focus and ability to plan work fronts.
• A high degree of understanding of interdisciplinary dependencies related to the discipline.
• Good understanding of procurement, contracting and commissioning methodologies.
• Technical exposure to the equipment technologies related to the project.
• Thorough understanding of Hatch’s Health, Safety, Environment, and Community (HSEC) policy and standards.
• Strong leadership skills.
• Well-developed communication, negotiation, and interpersonal skills.

  • Minimum 10 years project experience with a minimum of five years project engineering experience (This experience requirement is subject to the size of the project, discretion is required).
  • Extensive knowledge of Hatch’s commissioning management systems.
  • Strong ability to delegate tasks and promote the effective performance of team members.
  • Sound technical experience of the major equipment.
  • Experience in mentoring young professionals and able to steward their professional development in a project environment.
  • Good written and oral communication skills.
