About the Role
Introduction

The Commissioning Manager leads onsite quality control efforts by preparing contractors for startup, reviewing startup schedules and cross-contractor impacts, and collaborating with design professionals, clients, subcontractors, and craftspeople to resolve complex commissioning coordination issues. This position is fully onsite at the project in Childress, TX.

Years of Experience

10+ years of relevant construction experience, including 3+ years managing commissioning or startup on industrial, high-tech, semiconductor, or mission-critical projects

Qualifications
Required
  • 5+ years managing commissioning or startup programs on large industrial, high-tech, semiconductor, or mission-critical projects.
  • Working command of MEP and controls startup, including medium- and low-voltage distribution, large generators, UPS equipment, electrical installations on large mechanical and process equipment, and BMS control sequences.
  • Able to work fully onsite in Childress, TX, access all areas and levels of an active construction site, pass a pre-employment drug and alcohol screen, and work in the United States without sponsorship.
Preferred
  • Data center, semiconductor fab, or other mission-critical startup experience at program scale.
  • Experience managing a general contractor-side or owner-side commissioning program rather than working solely as a third-party commissioning agent.
  • Experience leading integrated systems testing and load bank testing on mission-critical power and cooling systems.
  • Depth in instrumentation, controls, and building automation, including sequence-of-operations review, points lists, functional testing, and integration with MEP scopes.
  • Experience with commissioning management software such as Latista or equivalent.
  • OSHA 30 certification and current site-safety credentials.
  • Proficient in Windows and Microsoft Office 365 (Excel, Word, Outlook, Power Point and Teams), and have a strong understanding of working within a computer network.
  • Experience with project management software such as Prolog, Procore, E-Builder, Bluebeam, Microsoft Project, and Primavera Project Planner (P6).
  • Experience with design software such as AutoCAD, Revit and Navisworks.
  • Experience in organizing technical data in a neat and accurate method. Familiar with Construction Specifications Institutes (CSI) MasterFormat.
  • Strong understanding of construction means and methods, sequencing, and field practices.
  • Ability to work well and maintain a cooperative attitude in a fast-paced environment and manage multiple priorities.
  • Excellent time-management skills and ability to multi-task and prioritize work while frequently interrupted by phone calls and questions on work in progress.
  • Excellent written and oral communication skills with an ability to develop strong interpersonal relationships.
  • Ability to work closely with variety of trade and craft people in a field work situation. Patience and professionalism are essential.
  • Must be a strong team player with the ability to collaborate with various personnel within and across departments and at all levels of leadership.
  • Work schedule must be flexible to allow extended hours or off-shift work to accommodate changing construction schedule and sequences.
Key Responsibilities
  • Manage execution across all levels of commissioning, from factory acceptance testing and pre-functional checklists through startup, functional performance testing, and integrated systems testing.
  • Review and approve functional performance test and integrated systems test scripts against the Owner's Project Requirements, basis of design, and sequences of operation.
  • Plan and direct integrated systems testing and load bank testing, including failure-mode scenarios across power and cooling trains.
  • Implement and manage the project commissioning and QA/QC program, and review and approve subcontractor QA/QC programs to ensure alignment with it.
  • Assist contractors with startup preparation, including review of startup schedules, predecessors, successors, and the impact other contractors may have on startup.
  • Demonstrate a thorough understanding of each system's requirements, including what must be complete before startup and what must be ready to allow safe operation.
  • Drive the commissioning issues log to closure, including resolution of deficiencies and verification of retest.
  • Run startup meetings involving trade managers, design team members, multiple subcontractors, local utility agencies, and the client.
  • Coordinate and drive MEP system startup activities across mechanical, electrical, low-voltage, and controls/BMS teams.
  • Interpret construction documents, control sequences, and technical manuals, and review and process project submittal information so each component functions as part of a complete system.
  • Participate in scheduling meetings and, when startups fall behind, work with construction managers to rework the schedule and establish an achievable startup date.
  • Verify each system is construction-complete, fully documented, and safe to operate, with all safety precautions in place before any system is energized.
  • Manage assembly and acceptance of system turnover packages, including O&M manuals, the systems manual, training records, and warranty start dates.
  • Organize and facilitate training of the client's personnel in the operation and maintenance of all systems.
  • Write and publish meeting minutes, schedule graphs, and activity checklists, and organize, complete, and file record documents.
