Job summary

Village of Hanover Park is seeking a disciplined Code Enforcement Officer to inspect residential and commercial properties for compliance with code and safety standards. The role includes issuing notices, preparing reports, and coordinating with other departments to ensure corrective action.

The position requires two years of college (or equivalent) with related coursework, plus an Illinois Driver's License and ICC certification eligibility.

Qualifications

  • Two years of college with preferred courses in building trades, code enforcement or related field.
  • Illinois Driver's License and ability to obtain ICC certification.
  • LEADS certification within 6 months of employment.

Responsibilities

  • Inspects residential and non-residential properties to ensure compliance with Village codes/ordinances.
  • Cites violations, advises on remedies, and issues notices and complaints.
  • May refer cases to other Village departments and assist in social services referrals as needed.
  • Performs routine office tasks and prepares inspection reports and correspondence.
  • May perform functions of a general community service officer, including traffic control and assisting Patrol Officers.
  • Transports supplies and acts as evidence technician when required.

Essential Duties & Responsibilities


  • Inspects residential and non-residential properties to include private homes, apartment buildings, condominiums, garages, businesses, as well as alleys, vacant lots, fire-damaged and abandoned structures, abandoned autos, illegal parking, garbage and health violations, and other violations to assure compliance with applicable Village codes/ordinances, local and national building and trade codes.
  • Cites violations and advises owners of acceptable remedies. Determines time allotted for repairs. Performs inspection to assure full compliance. Issues and serves abatement notices, 10-day warning tickets and long form complaints. Follows each incident through to ensure violators have taken corrective measures. Provides relevant testimony in court for cases requiring such action.
  • Makes recommendations regarding the safety and habitability of dwellings and structures. Refers owners/agents and cases to Village departments for services as needed. May refer tenants/owners to social services to address emergency shelter, social, mental and/or financial assistance needs. Initiates board-up.
  • Performs routine office work. Prepares correspondence and inspection reports, writes narratives, receives telephone calls, and responds to inquiries of a technical and non-technical nature regarding codes, ordinances, procedures, etc.
  • Although the primary function of this position is code enforcement, the incumbent may be assigned to perform the functions of a general community service officer as follows:
    • Performs community service activities. Responds to obvious or requested calls for assistance such as motorists with disabled vehicles, lockouts, animal problems, and parking problems.
    • Assists Patrol Officers by taking information and writing reports (both on the scene and at the police station) to include theft, burglary, vandalism, lost and found, minor traffic accidents, battery, malicious mischief and other criminal activity that is no longer in progress. Transports supplies to officers as necessary.
    • Serves as an evidence technician. Develops and lifts fingerprints. Photographs and/or sketches crime scenes for details of potential evidence. Independently identifies, gathers and transfers physical evidence to storage or crime laboratory preventing chain-of-custody contamination, destruction, or loss.
    • Assists in traffic control and public assistance in the field. Warns and directs traffic on streets and highways when accidents occur or as needed for non-functioning traffic lights, fallen traffic signs, and for special events requiring detouring and directing traffic. Provides directions or escorts citizens and visitors unfamiliar with the geographical layout of the Village and surrounding area. Performs school crossing guard duties in the absence of regularly assigned staff. Notifies Public Works Department of downed traffic signs, non-operational traffic lights, and streets in the need of repair.
Education &/Or Experience


  • Two years of college with preferred courses in building trades, code enforcement or related field; or two years of related work experience; or equivalent combination of education and experience.

Certificates, Licenses, Registrations

Must possess the following certifications and/or licenses:

  • Illinois Driver's License
  • Ability to obtain certification as an I.C.C. (International Code Council) Property Maintenance and Housing Inspector
  • L.E.A.D.S. certification within 6 months of employment
